Just my opinion; based solely on personal experience:
I think it's easy to imagine the birth parents are inherently better because they should be if they want their genes to pass on to another generation, but time and time again we see that's just not a strong incentive for many, so blood isn't a good indicator of care and devotion.
However...I think kids do better with their B- birth parents, than with B+ foster parents. Familial bonding just seems to be more important to many or most of the children than it is to many of the parents or extended family members.
