I have seen a cartoonish tractor trailer image like what is on the hat that you guys think is a marshmallow. I can't remember anything else about it but what you guys see as a marshmallow I believe is the cab of a tractor/big rig. I am going to link the original FBI help request on a couple of trucker sites and see if any of them can help at all.

The other thing that popped out at me when I was researching "7011" was a Zetor 7011 tractor.

Of course, as others have pointed out it may not say 7011 at all, since that first character is not clear, and there are some 'weaker, blurrier' characters further to the right.
Or, going with the dog sled theme, what if it is "husky" branded equipment? Something with a 'cab' that is being pulled by huskies might fit. There are Husky tractors made by Bolens. They come in many varieties.
Still with the husky theme, what about this?

The South African Husky is the detector vehicle, with "landmine overpass capability". From its inception, RSD designed the Husky as a mine-detector using its liftable side arrays. But the Husky was part of RSD's Chubby system (Interim Vehicle-Mounted Mine Detector in the US) and has been overshadowed by its partner, the Meerkat.
In the Chubby/ IVMMDS scheme, the Husky is a tractor, towing a line of mine-detonating trailers (below).[2] As a result, a Husky is more powerful than its Meerkat stable- mate, which lacks the Husky's full-time four-wheel drive. A Husky has a low enough ground pressure that it can roll over mines. Should any mine detonate, its front and rear suspensions and axles packages will be sacrificed. Red Pack kits to quickly replace these components in the field are generally part of the Husky package.

It's a piece of military expeditionary equipment (remember my earlier mention of 7011 as a specific expeditionary role in the marines).
Here's an image of one. Notice the two long front suspension extensions reaching far forward. Could these represent the "reins" to the dog sled team in the hat graphic?
