Social services records show Ross and Campbell were very caring and attentive foster parents. Both were run through criminal background checks and child abuse instance searches and came up clean, The Chronicle's Matier and Ross report.
I can't remember now what name the DV charges were against LR (did it include the III and was he convicted?) ... I would think a domestic violence conviction would raise a red flag.
When my nonprofit implemented background checks for our employees and vols., I helped create our policy with the help of our attorneys on the board. Boy was that fun (NOT) -- it took about 6 months!
I posted earlier that if it's an FBI background check, they would only find cases where the person was actually fingerprinted (arrested and booked). This search costs ~$35. The general consensus is that if a person was not arrested (and fingerprinted) then it is for a low-level charge. This is the option my org. went with and then we had to develop a policy on what was allowed and what was not (i.e., mis. vs. felony, type of charge, how long ago, etc.).
Another option is to do a complete SSN check (credit report) and then do a full criminal background check for all the states listed as an address on the SSN report. IIRC, that kind cost ~$150 or more.
Or, you can do the very cheap report and do a criminal background check yourself for your own county. It's very sad that an agency I worked with that was a temporary shelter for abused and abandoned children, only checked their county for a regular volunteer. He lived in the next county over (which they knew) and had served prison time for rape, but they never checked that county.
Re: the child abuse reports, if it's the same as in FL, this would refer to any abuse reports on the state hot line (in FL, this also includes elder abuse). My organization opted not to look at this, because anyone can file an abuse report for any reason, and it's not any evidence of guilt.
This case definitely has me re-thinking the policy we developed. Any crimes against people were a huge no-no, but we didn't have anything in there about crimes against animals...
