Interesting build. Was thinking maybe a Torrid size 3 top with 38x30 pants but they didn't come into existence until 2001. 38x30 obviously depending upon fit should put her about 5'2"-5'6" and about size 14-16 on bottom half. Size 3 top makes very Pear shaped.
