CA CA - Malibu John Doe, 20-30, UP15043, found with swiss francs in his pockets, Jan'86

I wonder if there's any other way to request files than through FOIA

I have received an email from the Sheriff's office in VC, after my request to get copies from the LE investigation, here's what it stated :
"These records are exempt from disclosure pursuant to Government Code section 6254(f)
and 6255 because they are investigatory in nature and to protect the privacy rights of
involved citizens. Furthermore, Government Code section 6255, subdivision (a) supports
exemption as the public interest in non-disclosure outweighs the public interest in
disclosure."
I will try to appeal but this seems like a process I won't be able to go through without an attorney. Has anyone ever been through that and succeeded in appealing ?

Did you make your inquiry with Ventura County (VC)? Malibu is in Los Angeles County..

I noticed that NAMUS listed Ventura County instead of Los Angeles County. However, Malibu is in Los Angeles County. I would think Los Angeles County would have jurisdiction.

Here is an example of a missing person that reminds me of this case. The circumstances could be a similar scenario to our UID. I tend to think UID is a sailor or was on a boat. Sailors have to be very careful about getting knocked into the water by the boom. Get knocked out and drown.

Thoughts?

He could have been on a boat. However, foul play may still be involved due to the strange autopsy finding of a shopping bag handle tied around his neck with a cloth. This suggests that he could have been dumped in the water with a weighted bag.

Was it tied or tangled? Sea debris? Self asphyxiated? Curious.

I've just read through the thread again and see more information has been provided due to the release of the autopsy report. I previously mentioned in earlier posts I thought he may have been a crewmember on a merchant ship. And that he carried his money on his person rather than leaving it in his cabin to avoid theft.

I agree with the poster who said we were overthinking the circumstances of his demise. I still believe in Occam's Razor. I think he was on a ship and either fell off, was pushed off or jumped off.

It was a toss up to me whether he fell or jumped but now I'm in the jumped category because of what he had around his neck. I think he had a plastic bag with items in it that were important to him, like maybe a passport or some form of ID and maybe a change of clothing in that plastic bag. Since he couldn't put the handles around his neck he fashioned a necktie out of some fabric to keep it on his body so he wouldn't have to hang on to it while he swam to shore. He may have underestimated the water temperature and died of hypothermia which resulted in drowning.

I reread his clothing and he wore what sounded like a waxed jacket. I have a waxed jacket, a Barbour, it has a corduroy collar, a plaid lining and the body is waxed cotton. They are very popular among farmers and people who work outside where it's damp like longshoremen and boaters. A wool sweater and a waxed jacket keeps you warm and dry.

I was looking up shipping companies and found to my surprise that MSC which most people know as a holiday cruise company started out as a shipping/cargo company and still operates huge ships like the Ever Given loaded up with containers. They are a Swiss Italian company who initially plied their trade through the Mediterranean and the Indian Ocean. They expanded operations to the Pacific in the 80s. Being a Swiss company that bought out an Italian company I wonder if they paid their employees with Swiss francs? MSC headquarters are in Geneva but operate out of ports worldwide including Portugal. Los Angeles is one of the ports they dock at.

I don't think we discussed his ethnicity other than he was quite hirsute with dark hair and heavy eyebrows. He may have been Italian or Portuguese. A strange thing I found when searching was a blog about Portuguese immigrants that arrived in Marin County CA back in the late 1800s. There still is a huge community of them in the county. I just found that odd that he was found in Malibu which is quite a distance from Marin County. Here's the link if anyone is interested.

Interesting thoughts @branmuffin about the bag. @LucyOso I was thinking along that lines also an searched for accidents with ships or lost at sea persons, like the case you posted.

@jellabiafro I wonder who did the autopsy and if it was done by Ventura county or Los Angeles county.

There's a thread here at WS for Crook but there's not much else known about him other than he had a boat and he went missing in 1985. It sounds like LE didn't even know he owned a boat until 30 years later, so it's unclear what happened to the boat or if they both went missing at the same time. He had a house too so he might even have sold the boat before going missing somewhere on land. Weird case.

So far there is still only one rule-out at NamUs, Jean-Nicholas Python. He was apparently submitted by the Swiss National Police and was last seen on 11/28/85. I could find nothing about Python on the internet and nothing more of course at NamUs. Could there have been something about the circumstances around Python's disappearance that could be tied to other Swiss missing persons? Was he a sailor?

I found him on MyHeritage. He was born in 1956 and died at the age of 28 in 1985. I can't find much more than that without having to sign up for a 14 day free trial.

I have a MyHeritage subscription but I can't find much more than that. Born in Fribourg, died in Rossens, according to the entry that was made by (I think) a sibling. The description for his death is 'disparu'. After some googling (I don't know French) it would seem that word is often used for 'missing in action/dead' or 'disappeared'. Rossens seems to be very much landlocked (though there's a big lake) so if he was a sailor or went missing in the lake I can't see why they'd think he could be a guy washing up on US shores a year later. Maybe he just vanished.

Very interesting....strange there is nothing about Jean-Nicholas (Nicolas?) on the internet if he is a missing person. At least I couldn't find anything. I would like to see picture of him.

It's weird indeed but the investigation indeed took place under VC Sheriff jurisdiction. Maybe the address is wrong and he was found on County Line Beach ? Or maybe LE in Los Angeles was overwhelmed by NYE and sent VC instead ?

Jean-Nicholas Python family reached out to me and this is definitely not him. He left a suicide note stating he was going to jump in a dam lake , with active turbines that would explain why his body was never found)

Here's his Doe network file 2233DMCHE - Jean Python

Thank you. I was not thinking he could be this John Doe. I was thinking about another man found deceased in the Netherlands in 1986. That's why I wanted to see a picture. Sorry, for not finding it at the Doe Network. Knowing his story and seeing his face I don't think Jean-Nicolas is this man either.

What do you guys think of the similarities in face between the John Doe and Bartolomé Paredes Domingo? I found him searching on year of disappearance... I thought they look quite alike. It doesn't link him to the US or the money... See link (if this link is allright to share?!)

Interesting suggestion. Other sources (sports stats) suggest he was born in 1947 and retired after 1975 so he may be a bit older than the suggested range. But those ranges have been wrong many times before. My guess is the pic in the linked article of him in uniform was from 1975 or earlier, assuming this is the same guy.

I was actually really curious about Paredes' profile because the picture on that website could be confusing. I have looked at other pictures such as this one Paredes, Bartolomé Paredes Feliu - Footballer and the thing that kinda makes me think it isn't him is that Paredes doesn't have a hairy chest at all, compared to our Doe who really does. Also all other pictures of him show some much more square-shaped jaw than John Doe.

It was done in VC (sorry I missed a huge part of the thread and I am only replying now)
