CA - Rancho Tehama - Gunman targets school, random others, kills 5, 14 Nov 2017

the murderer had 9 dogs. Like always, I hope those dogs are safe, rescued and loved. Aside from that, I'm at a loss as to what else to say or do. Feeling helpless in the face of something like this, what can we do... yes, donate money and time, but what else, in the bigger scheme?... I know there is a time and place for this discussion everywhere.

It's all so infuriating because there are obvious solutions that other countries have undertaken, and IT WORKS. There's an elephant in the room that we're never allowed to even think about, let alone talk about. I mean, yes, obviously, mental health treatment is severely lacking in this country and there are deadly consequences because of it, but, there are are also mentally ill people in those other countries, where mass shootings don't happen. Rampages happen, and people are attacked and some are killed. But nothing even approaching what happens here in the U.S. You just have to hope it never happens to someone you love, I guess.

The day before the shooting, police were sent to Neal's home on a domestic violence call, but no other details on the matter were immediately released.

Tehama County Assistant Sheriff Phil Johnston said Wednesday they found the body of Kevin Neal’s wife in the floor boards inside their home. He said they believe her fatal shooting was what triggered his 45-minute rampage.

So this guy was bonded out of jail for an assault charge, had a restraining order against him AND had this dv call Monday and NOTHING WAS DONE? That just blows my mind. They clearly didn’t even bother checking for weapons.

LE must have felt their hands were tied. So upsetting. It feels like victims have no right, aren't taken seriously enough until they are dead.
Restraining orders cannot protect you.

He should not have been bonded out so easily, the restraining orders are a joke, as he had a DV call on Monday, and he's out murdering people. Even if they'd checked for firearms, he'd at the very least, have still murdered her, and maybe used his car as a weapon. It amazes me that someone can beat the Holy H*ll out of their spouse, threaten them, stab them, drag them home , keep them locked as a prisoner, etc... and they just let them right back out into the world. It truly amazes me. I have female friends who have nearly lost their lives, and it's almost like it's their own fault. "What happened this time ma'am? What set him off? Was it something you said?" NO! She was breathing!! :gaah:

Guy sounds like a ticking time bomb. Kills his wife and shoots a bunch of helpless children. Lovely. Suicide by cop? These cowards seem to want to go out in a 'blaze of glory'.

So tired of the violence, or perceived threat of violence. What's wrong with men these days, and where's his defense attorney to claim he was abused?

I don't have any answers but we should legalize suicide, making it easy and painless for anyone over 21, for starters. Start taking Restraining Orders seriously and harsher penalties for violent crimes? If they have to build more prisons, so be it.

What angers me is the RED FLAGS were all there and they had legal reason to not grant him bail. wth is going on?

I know. It happens all the time. It's not like this guy has not done anything. You can't throw people in jail for making verbal threats but he'd been violent.

One thing that I'd advise all people to do, who have been in an abusive relationship and the violator is incarcerated, is to sign up for that Victim Notification service. If they so much as move them to a different facility, it alerts you. If they are released, you are alerted. It could save your life.

Yup, not far from from the Ohio River. It's a pretty big, twice a year, event. Knob Creek whiskey, is made nearby, at the Jim Beam Stillhouse (just trivia).

I am confused in two areas

Has the wife info been out there for a bit. This AM is the first time I heard about that angle

casue it is starting to read like it was knwown all along?

when did they find her ?

also 20 min ago (that is how i found out all CNN is good for anymore is breaking stuff and that is about 10 minutes - long enough to come here for real info

SO they added the wife in the story
and kept the death toll at 5, give me a
break

I share your anger over this. I'm tired of hearing LE/judges cannot do anything about a violent domestic terrorizer until he kills someone or others. He terrorized his neighbors! Yet nothing was done!

its all about money money money its sad

Why weren't the doors locked to begin with? In the schools my kids attend/have attended, they can enter into a vestibule and then the office staff has to buzz them in for them to come any further inside.

its a small school implementation in huge ones might be harder but actually it might be (sadly)
be a good idea

but as it was breaking i thought i wonder why he just did not shoot the lock?

In this instance I think it was because of his mental state at the time -- but a more organized murderer would remember to
that

the reality is probably -- until it happens to a prominent person family - wherein the perp
had a similar background as this guy nothing will change as it relates to mental health and needing more prison space

our congress does nothing -- except accuse each other of stuff and then investigate each other

thats it

congress needs term limits give em three years -- do your thing -- and move on

career politicians are imo totally useless and corrupt

would be neat if some entity with money started running a ton of informative commercials on the benefits of term limits

or if a bunch of the hollywood elites could get their money together and just splatter the air waves with the need for term limits

its almost like that would be our salvation

some way to get a dialog going , publically about term limits ............

From the article below:

Mr. Johnston said a judge had issued a restraining order against the gunman after the dispute with the neighbor in January. He did not describe what happened between them but said the judge’s order did not prohibit the gunman from possessing firearms.

The killer “is known to law enforcement, but I don’t know him to be a felon,” he added.

California Shooting Leaves at Least 4 Deadhttps://www.nytimes.com/2017/11/14/us/northern-california-shooting-school.html

restraining orders we probably have the technology I wonder if ankle bracelets for both parties would be a good idea -- it goes off in the police dept if the perp gets to close to the victim if they live apart??

I would think they have to make one that says something big letters like survivor
or something -- i dont think people want others to think they are felons!!

or a chip - we do our babies with chips

Just peeking in to see if the words "mentally ill" popped up and I see it has.

R.I.P. to the victims of yet another domestic terrorist attack. Thankfully he was unable to gain access to the classrooms of the children or if could have been so much worse. Kudos to the teachers and the school for protecting them as much as humanly possible. The poor babies will never be the same and I hope they get the proper counseling.

It has "popped" in because it is a big component in many of these

one would not expect , typically, a recipe for lasagna to not mention the pasta!!

As a society as long as the thinking
remains its just an excuse we shall
be starting another thread in about 72 hours

just the reality

Dear MzOpinion8d,

Great question !

It has been my experience as well that school doors are locked when classes are in session. People use a buzzer to request admittance.

From the way it was worded in the article it sounds as if the staff members locked all the doors when they heard the shots or were alerted to them. The article could be wrong. I will follow up.

I saw on the news that one of the survivor children thought that the gunman was looking for him to kill him because he had already killed father and grandmother. Only 7 years old and thinks someone wanted him dead.

Dear 4SAM,

Thank you for your post and the article.

This article states that the children were outside and a teacher blew a whistle to get them all back in.

Perhaps this is why the doors all needed to be locked - because some were unlocked as children were
playing outside ?

http://www.cnn.com/2017/11/15/us/california-tehama-school-heroic-response/index.html

It was the beginning of the school day - according to the (above) article.

According to the article (above):

"The start of the school day seemed so routine"

"Children played in the quad while parents dropped off other students. At Rancho Tehama Elementary, a tiny school in a remote area of Northern California, the bell was just minutes away."

'A gunshot Tuesday morning shattered that daily ritual.'

Those in the main office heard two more shots, apparently coming from near the campus.
'The school immediately went into lockdown. Teachers and staff members hurried the children into classrooms and the office."

"Their quick thinking -- with only seconds to spare and reinforced by numerous previous drills -- averted disaster when a gunman opened fire on school grounds, the district's superintendent said."

From your link:

Neal was able to find an open bathroom door, but no students were present. In frustration, he reloaded and fired into some woods, Fitzpatrick said. He ran to his truck and drove off to continue his rampage.

It could have been so much worse. If he hadn't gotten frustrated and left, there might have been dozens of dead children. moo

Dear Jax49,

I absolutely agree with you! I shudder when I think of what may have happened inside that school. The article states that "the doors were locked only eight to ten seconds before the gunman raced into the quad, looking for targets."

That custodian and the teachers are all heroes in my eyes. They managed to get those children inside and lock those doors within seconds, and putting the children's lives first. I can't give them enough praise.

http://www.cnn.com/2017/11/15/us/california-tehama-school-heroic-response/index.html

From the same CNN article we are discussing (above):

"A custodian helping other children get into classrooms drew the shooter's attention and gunfire as the lockdown was being completed. The doors were locked only eight to 10 seconds before the gunman raced into the quad, looking for targets."
