Circumstances: On July 5, 1990, a vacant building was burned and a decedent identified as Natalie Hayes was recovered. On July 26, 1990, clean up crew members found a second unidentifiable burned victim in the rubble. The unidentified victim is a black female,age 18 to 23, between 5'5" and 5'6" tall, with a medium build. Her clothing was destroyed in the fire and there were no visible scars to help identify her.
