Circumstances of Recovery The decedent was a 25-40 year old, likely Southwest Hispanic male whose partial skeletonized remains were found in the Tijuana River. On 11/16/2023, personnel operating heavy construction machinery clearing sediment waste in the Tijuana River saw partial skeletonized human remains and notified United States Border Patrol agents on duty nearby. The Border Patrol Agent notified his dispatch to contact San Diego Police Department to notify them of human remains found in the Tijuana River. The remains were later noted to be charred.
