If that were the case, thousands of crimes in California could be solved. Let me know if you find something different for CalTrans highway cams.
Did you know a long term missing persons case was solved thanks to Google Earth? Someone checking out a photo on Google Earth thought they saw something under water. They did. They recovered a car missing with the person still inside, deceased, of course.

Kinda lines up to what I said above. Hope she’s ok. Baby too.
do you think it's possible the cops know where something about them that they are not admitting?

  • #63
They keep saying there are cameras everywhere and people are recorded constantly. Banks, ATMs, gas stations, etc all have cameras. Do you know if anyone has tried to trace her path from the last known camera on her?

  • #64
Does anyone know the last time she bought gas for the vehicle? Where? When? How much?
Maybe the tank was full and she hasn't needed any.

  • #65
Does anyone know if anyone checked to see if The Border Patrol or ICE admit to knowing anything?

It is a great idea, but not always as easy as it sounds. Surveillance in the United States is constantly growing but the United States’ surveillance is nowhere near as intensive as some countries. In the UK, I've read that there’s more cameras per individual than any other place on Earth. The US has lots of cameras, but I know in my village in Chicago (<19,000 people) there's one at the liquor store, the two banks, 3 of the biggest intersection, the Veterans Memorial park/fountain, the gas station and that's it though more park ones are planned. So not every place Whisper would have traveled may have been videotaped.

Then there is the issue of obtaining the footage. LE can ask for it and the owner can voluntarily allow them to view it or obtain a copy of it, but if they chose not to, LE must get a warrant. (most businesses, if a crime is involved are usually helpful, but legally they do not HAVE to give up the video data voluntarily). Getting data from numerous sources, if they chose to not volunteer the info can be incredibly time consuming.

I'm not sure what the warrant referenced is for, the only Fresno county cases were the old family matter ones and the only cases she had in Sacramento county (specific charges unknown) are disposed so I didn't mention those when she went missing. But with a baby involved I just can't see LE dismissing her case based on any perceived or actual criminal history. I hope that's not what's happend.

Yes, maybe. But that reference to the baby in the past tense ("she WAS such a good baby and she hardly ever CRIED") is really giving me pause.
Some people can keep hope alive for a very long time, but some people are extremely pragmatic and will look at the reality of them being missing for over two weeks and start to accept the likeliest possibility which is that they had an accident and if so, understand they simply couldn’t survive that long without help.

The pair left Elk Grove, where Owen and her partner live with their three other children, at around 4 a.m. that day to make the approximately 160-mile drive to Fresno. Owen’s mother, Vickie Torres, told the Los Angeles Times that the 36-year-old stopped at her house before the appointment to change Sandra’s diaper and then checked in with the doctor’s office at 8:30 a.m.

After the 8-month-old’s doctor visit, Owen and her daughter visited her brother’s Fresno home until about 2:45 p.m. that afternoon before once again stopping at her mother’s and, eventually, leaving Fresno around 5 p.m.

At around 8 p.m., a license plate reader in Atwater, approximately 65 miles from Fresno, spotted Owen’s silver 2006 Chevrolet Trailblazer, where Torres believes she likely stopped to use the restroom and, maybe, get baby formula for Sandra, The Times reported.

Surveillance footage from a nearby smoke shop in Atwater showed Owen changing Sandra’s diaper in the parking lot about a half hour before, authorities said.

No one has seen or heard from the pair since.

It seems to me that LEO has more information than they are revealing. It may just be a matter of collecting evidence and finding discrepancies in information provided.

I’m wondering the same, but trying to keep my thoughts in check. Unless Whisper wanted to disappear, what other alternative is there? An undiscovered car accident seems to have a low probability. There have been searches all along and no one found signs of anything.

The fastest way to get from Fresno to Elk Grove is via CA-99, and her being spotted in Atwater strongly indicates to me that she took that route. It would make zero sense to take "back roads" but people do some strange things. And it should not take her 3 hours to go from Fresno to Atwater. That is a one-hour drive, and the entire trip should have taken her approx. 2 1/2 hours according to Google Maps. I wonder if she has any family or friends in Modesto or Stockton. JMHO and my ramblings. I hope she and the baby are OK wherever they are.

Traffic on 99 could have been bad at the time she left Fresno - 5 PM. But I agree, not that bad.

And CHP/Cal Trans are always checking on people right away if they break down on CA-99, they provide a safety tow off the highway, or will change a tire, provide gas, fast, to keep traffic going.

And when they provide a "safety tow", it isn't like they leave someone stranded, they will usually tow to the first travel center or gas station. Especially a woman traveling with a baby.

Noting:
According to Torres, Whisper left at around 5pm and was spotted on security store footage at a grocery store two blocks away an hour later where she purchased baby formula.

Next, came the sighting in Atwater, 60 miles north of Fresno, around 8pm. But since then, there has been no sign of Whisper, Sandra or her 2006 silver Chevrolet Trailblazer SUV.

I’m on 99 North right now heading to Folsom for a meeting tomorrow. We won’t stop in Atwater, but maybe on the way back.

I’m confused a bit by the warrant related to child neglect and COVID-19? Was there more info about this posted? Neglected convictions and arrest warrants don’t just happen because a child got Covid like this article says from grandmother.

Am I following these details correctly?
She was at her mothers and then did something for an hour before buying formula

And then took about 2 hours to travel 60 miles where she stopped at world of smoke? This seems like a specific location to you stop and not just to grab a pack when there were probably 100 gas stations

In looking at civil matters as I couldn't find any open criminal warrants however, I got this disclaimer under a search in Sacramento County Superior Court for Limit Civil Cases.

WHISPER OPAL OWEN The case that you are trying to access is confidential or sealed as a matter of law and is not available online. Please contact the clerk's office for more information.

I could see a case involving a minor being sealed, but not sure what else would be.

None of this appeared to me to be a red flag when she went missing but in light of the questions about the warrant I thought I'd put it out to see if you can get anything out of the information that might helpful to her case.

Thank you, you’re always amazing.

None of that imo matches a warrant related to child neglect charges, maybe the sealed case which would make sense to be sealed.

IMO it’s important because it sounds like from that article police believe she may be absconding but her mother disagrees.

In regard to neglect related to Covid the only thing I can think of is treatment refusal but it’s unlikely she was able to keep her kids and still be facing a neglect warrant. The 2 don’t seem to go hand in hand. Actually none of it really does so I just feel there’s more to whatever grandmother is saying about the warrant
