Have been thinking the same thing, the poi looks as though he should be dark haired, although in the composite he is shown with blue eyes, imo.

"We're convinced that somebody knows something they have not yet shared with us," Insp. Mark Crowell told reporters gathered at the command centre Thursday.
A poster translated into Arabic, Tigrinya and Spanish featuring a composite image of the suspect and a still image of a person police say they wish to speak with, has also been released.

The posters will be displayed in community centres, convenience stores and "any area where people congregate," Crowell said.
Crowell said investigators are also working with the Kitchener-Waterloo Multicultural Centre as an added resource to eliminate barriers to witnesses coming forward.
Auxiliary members of the police service have also been enlisted in the search, Crowell said.
In the days to come, Crowell said investigators will consider expanding their search radius based on the information that's come in.
Police have not yet confirmed whether the offender is from the Waterloo region."
It is interesting that he is depicted with dark eyebrows and blond hair. I would expect DNA analysis to indicate brown, black, or blond hair. The only thing that makes sense is that witnesses said he had blond hair while DNA said brown or black hair. It is also interesting that wanted information has been translated into several languages. I wonder if DNA indicated someone with partial DNA from, for example, the Middle East or Asia.
Without know the identity of the offender, it's impossible to say where he lives, although it seems likely that he has lived in the area since 2013 and that he is offending closer to home in 2017 and 2019.
