"Crowell said the man, 32, lived in Waterloo region during the first sexual assault in 2013 and the second sexual assault in 2017. The man was living outside the region, in the Milton area, when the July 6 assault happened.
Police said they continue to explore why the man was in Waterloo region at the time of the third assault.
"We continue to explore relationships and I can say he does have personal connections to this region that remain during that period," Crowell said, adding the man was a stranger to the children.

Though an arrest had been made, Crowell said, their investigation is not over and police still want to hear from any other witnesses or victims.
"This is the beginning of a new phase of the investigation, where we now can hone in on this individual and track movements over the years and to explore any linkages relationships or any aspects of the investigation that we've not yet uncovered," he said."

UPDATED: Waterloo Region Police arrest 32-year-old Milton man in sexual predator case
"Timi Gusak is facing three counts of sexual assault and three counts of sexual interference."
"Gusak came into the prisoner's box and gave two thumbs up with his handcuffed hands to an older couple sitting nearby in the courtroom. He appeared tidy and was wearing a tan, button-down shirt.
He waived reading of the charges.
During the brief proceedings, the older man, who said Gusak was his son began yelling repeatedly: "You've got the wrong guy."
Both he and the woman were asked to leave the courtroom and then escorted out by the court officer. His outburst continued outside the doors."
Gusak was remanded until Monday, when he is scheduled to appear by video.

WRPS Chief says investigation into serial child predator isn't over yet - KitchenerToday.com
"Many of our investigative leads and tips came from the community. These helped breathe life into the investigation. I'm grateful and thankful that the victims and their families have a sense of peace and that they can start the process around their wellness and reconciliation."
Larkin added there is still lots of work to be done in the investigation.
"Any time you make a major arrest like this, there's other investigative leads to follow up on. There's executional warrants, forensic analysis .. the fact that we made an arrest doesn't mean that we've closed our case or we've tied up our loops. The crown attorney will likely ask for a number of investigative follow ups, so that work is happening now. We plan to execute a number of search warrants as we progress and advance to collect evidence, that will come in the coming weeks."
Larkin said there's been a significant deployment of resources.
"Ultimately that's what the community expects, it's what the victims deserve, and now we will move it forward to the judicial process."
