Details of Disappearance:
Kelsey was last seen on the shores of the Hudson Bay in Churchill, Manitoba, on August 5, 1995. He and his friends were playing on the rocks and he attempted to help another boy who had fallen in the water. A witness reported that a wave came in and Kelsey slipped into the water. Searches conducted along the shoreline and by boat patrols failed to locate him. It is presumed that he drowned but his body was never recovered.
