Seems like those images of him alive are cropped from security videos, might help to know or see what he was wearing in addition to the red and black Nikesz. Are we to wonder if he was otherwise naked and that was part of his concerning behavior or does Winnipeg just think the shoes are enough to recognize? ETA - I read that he was shirtless with black pants.
Seems like maybe indigenous, maybe like it says in the article just visiting the city. Story would probably make it's way into the rural areas faster with more and better images of the guy. I would assume a tox screen was done as part of his hospital diagnosing with a higher priority than in forensics. I guess we don't need to know about that either.
I agree that he looks Indigenous or Hispanic... based on location, more likely to be Indigenous. The pictures are pretty rough though..
