This happens every few years, to my recollection. All caught. You'd think they'd learn that shelters do have cameras, and no one can expect to escape the small but extremely dedicated population of animal lovers.

What the heck? There’s lot of dogs there to be adopted so why steal it? They didn’t realize cameras were there? Scratching my head on this one.

Some rescues have very strict adoption requirements. I believe SPCA shelters just have normal rules, but I’m sure there are would-be dog owners with disqualifications (certain crimes, no landlord letter allowing pets, no verifiable income, etc). And there can be a lot of “competition” for some animals, especially puppies. (We adopted an exotic breed puppy with all papers last year and rescue told us we beat out 200+ applications).
