All I am saying is that the system has to start with parents. If parents are aware of a crime against their child, they are obligated to report it to police, no matter what. And I cannot believe that any LE department would not have taken a report if a mother came to them and said a 17 or an 18-yr old was having sex with her 12-yr old. At either age it is against the law and I think it is up to parents to know the law if they have children. If this had been reported sometime between Oct 09 and March 28' 10, I think there would be a police report on it and probably an arrest and charges as well.
I do agree that the safety of kids is the concern of everyone, but parents are the key as they know they most about their kids and are the ones, initially, obligated to protect them. If LE dropped the ball on this when first reported, as I said, they must take the blame for any sexual contact after the date first reported and also for her murder, if it turns out to be related.
JMO and I am not trying to blame Kayleah's mom, but rather want to know when LE first became aware that RM was committing crimes against Kayleah.
