I also searched and couldn't find that "enacted physical, mental, and emotional acts of violence prior to her death" was standard language.
I think they are using those words to indicate that he had an expected level of care and he breached it/was negligent. By the rest of the document, it seems like they are unsure if he is the killer, or an accessory, IMO.
