I don't think a baby born that small would have much chance of survival without medical intervention...that size seems really premature. Although I guess a baby who had been neglected after birth could lose weight and get down to 4 pounds, but 11 inches still seems really, really tiny.

According to an article dated 10-14-2001, the infant was not stillborn. Safeway employees found her near their trash compactor in a small box.

Just because she drew breath doesn't necessarily mean she would have survived for long, though, if she wasn't to term. That's how they often determine it was a live birth.
