I’m in the car and it’s hard to type. This link has info on how Sebastian got out. Still confusing though. Search continues for 3-year-old Eagle boy missing for a week
The boy’s father, Manuel Rodriguez, told KDVR’s news partners at Univision last Friday Rivas returned home after playing at the park with his mother. He said that at one point, the mom mistakenly thought Rodriguez was watching the boy. Three minutes passed and then Rivas was gone.

Rodriguez thinks he may have walked out onto the balcony and jumped off. It was unclear as of Thursday night what floor of their apartment building Rivas and Rodriguez live on.

His dad's comment about whoever might have him... "no charges", has familiar tones with Suzanne's Morphew's hubby promising "no questions", for whoever "took" her.
I know nothing about the dad, this is just an observation.

I didn't read anything about the dad saying whoever might have him as your post implied. He said the mom thought the dad was watching him. Then the dad said he (Sebastion) might have gone out to the balcony and jumped off.

This reporter, Axel Contreras, is at the apartment complex to give everyone an idea of what the outside of Sebastian's apartment and the general area looks like, down to the river.

He shows a fence blocking off the front of their patio, it was referred to as a balcony in the news article (Fox) below.

Axel Contreras said Sebastian's father believes he stepped up on the items in the corner of the patio jumping, climbing over the fence. I can't read Spanish, but I believe this is what he said, correct me if I am wrong.

(From the YT video, I am calling it a patio on the first floor. a balcony would be on the second floor)

Axel Contreras then follows a walking path down to the river. He shows where the phone was found too.

The YT video is in Spanish. I used the settings and put the CC on English, but I did not catch everything said.

Originally I saw a picture of the apartment building with a steep embankment going to the river but it wasn't a closeup. The patio and the fencing look adequate enough until you envision a child getting out; then it's a different ball game. I can see where Sebastion could have scaled the patio fence just by climbing onto the satellite dish. That's quite a hike from the patio to the river for a three year old in the dark. Prayers for little Sebastion. Amen.

Sorry if I was mistaken, I just can't find it. I read a written report by Erika Gonzalez of KDVR. There are 2 grey squares one above the other. Each grey square has a white square looking robot face in the center. Robot face is frowning. I think video is missing.

Yeah, sounds like it's blocked for you. I get that once in a while too. It was a short statement, in Spanish. A translator says:

"If someone has him, if someone took him, I assure you there will be no charges, nothing."

And that was it. I'm still a bit confused as to whether or not the dad saw Sebastian when he and his mom returned from the park. It's not uncommon for information to be missing or vague early on in these kinds of cases but it's still frustrating.

Thank you MsMarple for explaining video blocking, I thought it might be blocked too. I wonder how much time went by from the time he was missing from the apartment and when he was seen in park without his mom or dad.

Sorry Ontario Mom, I only read written statements made to Erika Gonzalez. The video was blocked so I couldn't see what the dad said.

UPDATE 7:30 pm, 6/12/20: Sebastian Rodriguez Castro Search

Search activities for Sebastian Rodriguez Castro were interrupted by a structure fire on the Colorado River Road, where a residential structure and greenhouse were lost, but several nearby structures were saved.

Crews from every fire agency in the valley responded, and an engine will remain on scene overnight to monitor and ensure winds don't blow embers from hot spots into brush or adjacent dwellings.

Posters have been created and are being installed at put in/take out locations along the Eagle River. Authorities continue to investigate all leads that may help them locate the missing 3-year-old boy.

Video provided by Chief 9 from Greater Eagle Fire Protection District of today’s structure fire on the Colorado River Road. An engine will remain overnight to monitor and continue to water down hot spots.

I strongly disagree, Sebastian's Dad is trying to maintain hope that he's alive and NOT in the river, MOO.

His statement is nothing like Barry Morphew's.

Anyone can say no charges will be filed if a missing person is released but, I would think that legally it is up to the authorities to determine whether or not charges will be filed.

In the first video at 4.18 you see the river for the first time. And man she is fast. That flow is thick and fast. And I believe the day he went missing the river height was slightly higher.

So through the sliding doors he went, across the small field and into the bushes. And your gone, he went straight for the river, IMO.

(Even if it is seconds later, you notice he is gone. You still have to catch up with him. Those bushes are dense, a child will fly through those bushes like it's nothing.)

Based on my own personal experience, I can’t jump to judge this family harshly yet.
Elopement (escaping) is a very real issue many parents of autistic kids face on a daily basis. Nugget escaped once at about Sebastian’s age, into our, fortunately, very safe neighborhood, but that event still earned a 911 call and now we keep the house locked up like Ft. Knox. . When we go to a public place someone is assigned the job of keeping eyes always on Nugget. The other person handles the other kids. Nugget is getting better about not running away with age, but some kids really do require 24/7 surveillance. It can be exhausting. Sebastian’s parents probably are exhausted. Kids become so much more mobile at 3. They may not have realized how much more difficult a three year old could be than a two-year old and did not plan accordingly. We barely had to baby-proof anything for my oldest, but Nugget showed us the error of our ways, in a huge way.
Sleep disturbances are also a hallmark of autism. It’s not unusual for autistic kids to be night owls or excessively early risers. Sometimes they wake frequently in the middle of the night. My own is a night owl who can’t go to sleep before 10pm. For this boy to be awake and dressed at 9:00pm would not strike me as odd, but I can see how it might look to people whose kids are/were good sleepers.
As to the proximity of the river to the house? Terrible. I’d be terrified all the time. Nugget is also a duck who would see that trail to the water as an invitation. From there, I don’t want to imagine, because I could fully see the nightmare coming to life if we lived there.
TL/DR: I can empathize whole-heartedly with this family if Sebastian’s story played out exactly how they say it happened.

Man that Eagle River is wide and long. I Googled it all the way back to the Colorado River. I also followed it quite a distance in the other direction. Is it possible that if little Sebastion did go into the water, he may never be found ? Does anyone know ? I am so overwhelmed by this. I can't imagine what the parents are going through.

I saw a video that showed searches on the side of the river, and I was kind of creeped out at how fast that river is running.
It's fast, and it's rough, and it'd be a genuine miracle for a baby his age to be able to maneuver such rough waters. :(
Not really holding out any hope, except that they find him quickly.
