SAN RAMON, Calif. -- U.S. Congressman Jerry McNerney on Monday will honor the police specialist who helped find Jaycee Dugard, the woman allegedly held captive for 18 years by Phillip and Nancy Garrido at their home near Antioch. McNerney, D-Pleasanton, will recognize Lisa Campbell, manager of the University of California, Berkeley Police Department's special events unit, at a 5 p.m. ceremony at San Ramon City Hall.
