That really surprises me that a dish towel is better than a pillow case or silk. Silk is so tightly woven, it even cuts the wind on cold days. Pillowcases too, much more tightly woven than the dish towels I've used.

What about wind-breaker jacket material...

Cheesecloth is a very loose weave fabric, much like the white gauze that's used for bandage material. So no, it wouldn't be good to make masks from cheesecloth.
Perhaps if you put an internal filter in it like the recent handkerchief non sewn example that was just posted. That is so simple to make IMO.
