First, confirmed and suspected patients as well as people showing symptoms such as fever will be sent to designated medical institutes for isolation and treatment immediately and receive nucleic acid tests. These people's close contacts will be sent to designated quarantine centers for a 14-day quarantine and will also be sent to medical institutes once they show any symptoms.

Second, international arrivals aside from those mentioned above can receive two nucleic acid tests at their own expense during the 14-day collective quarantine, separately on the third and the fifth day. They can also receive a test for IgM antibodies. If all three tests show negative results, they can leave the quarantine centers after seven days at the collective quarantine venue and stay at home for a further seven-day quarantine.

Third, silent coronavirus carriers confirmed by medical institutes have to complete a 14-day quarantine at designated centers and receive two nucleic acid tests within 24 hours. They can only leave if both tests show negative results.

How soon does Cuomo plan on opening NY?
None of the coalition states are rushing into it, so no date that I found. They are in the planning phase, and cognizant that this involves cooperation between the states to get to dates. I'm sure they'll have to look closely at economic and health data, and models that are sure to change.

Any regional plan by the governors could set up a clash with President Donald Trump, who said earlier that he alone had the authority to decide when states would return to normal.

Cuomo, at his daily virus briefing on Monday, declined to provide details about the plan ahead of an announcement scheduled for 2 p.m., which will involve a conference call with the governors of New Jersey, Connecticut, Pennsylvania, Delaware and Rhode Island.

“The optimum is a geographically coordinated plan,” he said, adding that “This virus doesn’t understand governmental boundaries.”

The governors’ collaboration reflects the deep desire of Americans to get back to work and resume a semblance of normal life, but it comes as New York continues to post dire statistics about the outbreak’s toll.

New York on Monday eclipsed the grim threshold of 10,000 total deaths from Covid-19, the disease caused by the coronavirus, after another 671 people died in 24 hours. Before Monday, New York had reported six consecutive days of 700 deaths or more.

On a daily basis, the state continues to report thousands of new infections and hospitalizations, with more than 6,300 new confirmed cases Sunday and nearly 2,000 new patientsadmitted to hospitals.

The continued spread of the virus, while slowing, raises questions about what kind of infection rate would be considered acceptable under normal conditions -- and whether the goal should be to prevent infections entirely merely contain it enough so that the hospital system can handle the workload.

Cuomo said the restart has to be planned and carried out slowly while keeping an eye on the virus rates. “You’ll start to open that valve on the economic activity, and you’ll turn that valve very slowly reopening the economy, more essential workers, do it carefully do it slowly and do it intelligently,” he said.

Some data shows that conditions are beginning to improve. Hospitalizations continued to flatten, Cuomo said, with total admissions virtually flat at 18,000 and with ICU patients and intubations declining since Sunday. So far, those numbers have been far below the level officials initially braced for.

“It appears we have a plateau,” he said.

The NE states are working & coordinating w/ each other. We knew this.
One caller from each state was permitted to ask their gov one question.

This was not to dispense new info or announce anything we haven't heard from Cuomo before.
Must be some other motivation behind today's second presser imo.

Trying to stay positive. My jasmine is in bloom so I go out and smell it to make sure my sense of smell is working. It’s strong enough to even get though my allergies. Bought a new dress online to wear out once this is over.

I have to travel next week for work. Driving again, not happy about it but I don’t have much choice. Going to use my precautions and hope they are good enough. Especially not thrilled to be traveling during the projected peak of this in TX. I’ll bring my food with but still need to use public restrooms on a 6 hour drive and gas pumps.
I used to travel to some areas where i was hard pressed to find a bathroom.
A friend suggested a “go girl” funnel.
There are several different brands/types.
A practice or two beforehand is helpful.

Correct. Doing things in a methodical and collaborative way, not making any promises about dates or deadlines based on hope and other emotions rather than facts. Dates or deadlines that then get walked back because they weren't based on good info - just hope.
