We'll be seeing more masks worn in our region (N. Ontario) sarting tomorrow. It's very interesting to see how this requirement is being issued. The mandate is not to individuals, but to business establishments. They must ensure that anyone entering their business must be wearing a mask. I think it reduces the potential for a lot of pushback from customers who may want to expound upon their "rights". It reminds me of how our daughter, as a child, wouldn't want to wear her seat belt. I could say, "Fine, you don't need to wear your seat belt, but the car doesn't start until you are fastened in."
So store owners can do sidewalk sales for customers who won't mask up, or just refuse to serve them. And if business owners are reluctant to comply, they will already have received a notice from their liability insurance provider stating that if they don't comply with the Public Health regulations, they are not insured for any outcomes.
"The Medical Officer of Health for Public Health, today is issuing instructions to owners and operators of commercial establishments, as well as public transit, to have policies in place to stop people from entering if they are not wearing a face covering. The instructions are being issued under the authority of the provincial Emergency Management and Civil Protection Act."
