I completely agree with your concerns. The Chinese people have lived for ages under heavy rule. There are cultural and societal demands to be orderly to be polite. Even more so with the implementation of the Social Credit System: China has started ranking citizens with a creepy 'social credit' system — here's what you can do wrong, and the embarrassing, demeaning ways they can punish youI can’t even fathom the fear, anxiety, and panic that the Chinese are currently experiencing. If a full blown outbreak occurs here in the US, I’m not so sure we would handle the situation as well as they have thus far.
All of the political bipartisan bickering we have going on would almost definitely hinder any immediate action plan.

I am not trying to bring politics to this thread ! Just adding my own opinion that our current political environment could hinder our response to such an outbreak. I’m sure there are several other countries that would face similar challenges based on regional politics and/or internal conflicts, religious conflicts, etc,...
How would the world as a whole deal with an outbreak if it occurred in Syria? Or similar regions of conflict around the globe?
China’s political structure has played a huge role in the efforts of containment. Again, not expressing ANY political viewpoints - I’m only expressing my own viewpoint that China’s political structure has been advantageous to their response to the outbreak, and openly wondering (doubting) that a similar response would even be possible in most other regions of the globe.
I’ll add that I live in Indiana, and there are already signs of anxiety spreading locally. There are the confirmed cases in Chicago, and there is a potential case in Porter County Indiana at the moment.
Far from panic, but many here are definitely on edge and on high alert.

( And not to deride any group of people) but there have been instances of looting and crime sprees, here in the States, during major events here. (Blackouts/floods). There is a difference between East and West.

I think this is the main focus of preppers
On another note...
I just saw that “Tokyo is in talks with WHO and the IOC- about the 2021 games”. - so is this just an over abundance of caution or is there concern that this is going to be an extended crisis? Idk
