Could Suffolk County still be covering up?

I know James burke was terminated and convicted after Christopher Loab was beaten by him. But I have a theory. I wonder if the Suffolk County pd could still be covering for burke. Why else wouldn't they release shannon gilbert 911 call? I know it's supposed to be a closed case but a few things don't add up for me. For instance if she isn't a part of lisks murders, why is she on their web site and if the case is closed why not release the 911 tapes. My guess is it's 1 of 2 things. 1 they believe James burke was responsible for shannon and maybe some others deaths and are not letting the public know until they have All their ducks in a row or two, they know burke is involved and are covering it up for him. One corrupt, always corrupt in my opinion when there isn't much transparency

FMjohns78, James Burke and Thomas Spota both knew Peter Hackett, from his work with Suffolk County; I am a retired homicide investigator, new to researching this case, but I have two questions:
1- does anyone know if there is there a direct nexus to Burke, Spota and Hackett to Joseph Brewer?
2- Does anyone, who with authority, can say whether Joseph Brewer was employed in Manhattan in the summer of 2009?
