Was the sock used to tie two belt-loops together? As a simple way of tightening pants?

That's very likely how it was. Though I can't see that being super effective. I'm mostly surprised he hasn't been identified yet...

I am trying to imagine the white shorts over his jeans. Is there any reason someone might wear shorts over jeans? Or was it a fashion trend at some point? I know in Seattle wearing shorts over longjohns was a huge trend during the late 80's.

With the sock used as a belt leads me to believe he was homeless and using what he had available. You'd think a sock belt would be memorable to someone that knew him.
