Let me start by taking back what I said about the city garbage cans being affixed to their location. I saw one today sitting haphazardly on a grass embankment and you could see it wasn't connected to anything. As for them having concrete or other heavy stones in them to weight them down, I don't know, I didn't go up to one and actually touch it or try to move it. There appears to be a preforation in the middle on all four of the arms on either side of the openings where the top portion snaps on and off for emptying. The first picture is of Scott's Jamaican Bakery and the garbage can closest to it. The second picture shows the awning of the bakery on left, garbage can closest to bakery, then another garbage can on the left next to the white bus. These are the only two city garbage cans around as the blocks before and after did not have any.
