What is MIRA?

Trash collection plant and incinerator plant for Hartford CT. Where Fd and MT dumped the trash bags on Albany Avenue was in Hartford and these bags are believed to have gone through MIRA facility. LE spent 17 days working around the clock to go through the trash collected to find evidence in the brutal heat of summer.
