A family member said ^^^ that the last 48 hours Relisha's mother has been totally honest and upfront. Does that imply she was lying prior t the last 48 hrs? Does that mean there is new and great information about Relisha's circumstances now that mom is being honest? Or does it change nothing? So is it even true ?

I think when that was said it was a slip of the tongue, I don't think they realize what they just said. KWIM? I think this implies that Relisha's mother has a habit of lying and this time she's telling the truth.. at least lately she is.

I really have this case on my mind, because I have seen many women like Re's mom. Most are previous foster care or state taken kids, most are bi-polar with substance abuse issues *self medicating as there's a huge stigma in the aa community about being mentally ill* and all are sexually abused growing up. I noticed that most have a strained relationship with their daughters but a powerful one with their sons, I think this dynamic has a lot to do with their inner feelings for their own mom and that fractured relationship. The cycle if you will. Often the daughters are pimped out, abused and seen as competition by the mother - often this is the 1st born and typically when they were young themselves.

I'm thinking in Re's case this is probably the background but of course we have no idea. Just basing off of 1st impressions of her mother, step-father - what they have to say, how they present themselves and the mothers' face... I would say I'm spot on. The step-father is confusing but that IS the same guy as 2011 right? The boys' father? He looks totally different and it's not in a good way. I think both parents are under 25 yet they look mid 30's right now. Granted they've had it rough and that does something to you - but they have not been neglected by the system .. so they shouldn't look so unhealthy. People can say what they will about gov assistance (I'm of the minority that thinks if you're using it right - then you should have it. I don't care.) and this is obviously a family that utilized every avenue it provided; the kids are very clean, well fed and appear to be happy - smiling children that are reaping the benefits of what these programs are set out to do. If anything - Re's mother did the right thing by being on assistance because this allowed the children that safety net - comfort and reliance of medical care, education, food in the fridge and some form of shelter.

It's very telling that re's mom needed places to stay but her children were always able to be handed off and cared for. this says that SHE wasn't wanted by the same families. You'd think at least 1 of the families taking the kids would allow mom to stay too..

So basically this is a case of the system working and working well - what failed is mom. She didn't seem to be mentally or emotionally involved. The social workers seemed kinda aware of that and that's why they were so pro-active. If you notice, moms' activity online has dropped off since the very day Re went missing. The very day. The rest of the family is pleading online for her safe return and rather upset, citing that Re's mom is not telling the entire truth. For a woman vocal about getting laid, getting high, spending money and disappointment with her guy .. she's not very vocal about the most upsetting issue in her entire world/life.

I could go on and on and on and on. I don't want this to turn out to be full of stereotypes of welfare, teen moms, too many kids and no education - because she did some very right things. She didn't allow those kids to go hungry, she didn't abandon them or leave them dirty. I sincerely feel she wronged her daughter, I do - I'm not excusing that behavior, and I think yes, it could have been preventable but mom has to prevent it. No one else knows what goes on inside her head. The system worked here and is probably the saving grace of that entire family, I am grateful - so very grateful she's on those programs because the children reaped the benefits. I don't care what mom did with her personal life, honestly.

I also have a nagging feeling that the police knew where to go - who to look for and in what capacity for the last 48 hours because Re's mom stopped saying "I don't know", hence the "she's told the truth for the last 48 hours". If they had said something prior to the 48 hours she would be found. I do think this perp was tipped off and the wife was murdered because she's an accomplice? Very questionable because I do not know her criminal background but please keep in mind that not all criminals are raving psychopaths out to harm each and every person. I know a lot of shady people and kids, women and elderly are totally off limits. Even when it comes to snitching, if a kid is being harmed - you talk! It's really possible that the couple wanted Re but the man had alternative reasonings . I really hope they just sincerely wanted a kid and when she was going to take off with Re - he shot her. I hope Re has not been sexually harmed and I really hope she's safe.

I hear you, Astro. I work in a school not far from where Relisha lives, made up of children with similar backgrounds to hers. However, I do deal with parents who don't show up for meetings, whose phone number changes several times throughout the year, who supply their children with drugs, who abuse their children and have CPS involved at every meeting, etc, etc. One mom threw her daughter out the window when she was an infant.

There are also just as many kids who have adults who care deeply for them.

What I find is the tipping point is usually drugs. It changes people and changes their priorities. I think drugs comes into play in this case from many different angles. Relisha's mom and 'stepdad' have publicly posted on FB being high/stoned. Check into the criminal record of Tatum's wife (I found hardly anything on Tatum, but I guess it's there somewhere b/c it's been mentioned in the media).

It really doesn't matter what color you are or how much money you have, if you're an addict, it sadly takes precedence over everything else in your life.

Wonderful post!
I know this is going to sound awful but I don't think pot is the main drug here, I don't know too many stoners who are both this angry constantly, this neglectful or look that vacant. I get shades of heroin here, although it wouldn't be the 1st time I'm wrong. The mom does not looked connected to reality and while being stoned off of pot does that in some sense - her eyes just look.. like pools of emptiness.

The abuse of children and the disconnection, I think - comes from a lack of parental guidance in their own lives growing up (nurturing etc) coupled with zero coping skills and the stigma with asking for helping. There is a comfortable medium in utilizing the system for help but Re's mom relied too heavily in some aspects, I think the system did the parenting and Re's mom was simply there as a co-dependent on her children. Almost as though she felt entitled to a childhood or at least being "safe, fed, given things" because growing up she missed out on that stuff.

I believe that the article I quoted mentions that Relisha's mom grew up in foster care. I do think it could be a cycle, although her sister seems to have it more together.

Slightly off topic, but the conditions of DC family shelters have been in the news a lot recently. Here is a good post on the shelter at DC General; at the time it was written there were nearly 900 people there (355 adults, 536 children): http://dcist.com/2014/02/dc_general_heat_hotwater.php

I must've over looked it, Im going back to read. There's so much info out there and I keep getting side tracked (plus it was very late last night when I was reading all of this aka 2am).

I did however read from a family member that it isn't drugs that's the issue .. Re's mom is considered mentally ill and as they put it "slow". That vacant look could be so very much and most of it I'm assuming stemming from her own childhood. I don't want to assume more than I already have, I think everyone posting here so far has the very best intentions and is applying tact thickly.

What is the criminal background of the deceased wife? I don't know how to look that stuff up and do not know her name.

  • #308
BTW, several of Kahlil's photos on his FB were taken in a prison visiting area, so how on earth did the shelter not know he had been locked-up?

  • #309
I was wrong about the photo being old. The photos are being supplied by the shelter where they were staying. Going to see if I can find any new info. I don't see fault with the shelter, nor with the school, or systems in place to help. Many complain about the system, but where else could you have kids, a shelter, food, clothing, activities, etc., all provided without you having job? I haven't seen where either parent was working anywhere. The system is doing it's job, but it can't make someone be a parent. For some reason, I'm wondering if Relisha's Mom resented her because of the father? Or maybe because she was girl? I don't know. But even in the Christmas photos, Relisha is the one cleaning up the wrapping paper. Relisha is changing diapers, and dressing an infant, etc. The complaints from Mom are usually about Relisha, and not the boys. So sad. I want to say there's a family that quickly take Relisha, and raise her, but the reality hits, do we truly have enough families to take all kids that need a home? I don't know. I know I couldn't do foster care, because I wouldn't want to give the kids back. Heck I have a hard time giving foster animals back....a kid... I would want to keep!

The mother's fiance said the woman gave permission to Khalil Tatum, a janitor at the shelter, to take her daughter.
"She said she is at Mr. Tatum's house she's good," said Antonio Wheeler, fiance. "I seen Mr. Tatum today and he said he would bring my daughter back."
Wheeler said he asked Tatum again later.
"I asked him, he said, 'She is my house... would bring her back when I get off work today,'" Wheeler said.

**snipped**
"She didn't look to be in any danger, so I just came on in the house and left," said Tatum neighbor Nicole Wilson, who lives beneath Tatum's apartment and told FBI agents she saw Relisha for the first time Saturday.
"Saturday they were leaving the building," Wilson said. "I didn't think nothing of it."

She put Re in Tatums care on or about the 26th of Feb, this began the string of absences of school. This is also when mom began flaunting cash on FB.
While Re did miss school, she did attend at least on the 5th of March and was seen by a teacher on the 7th. I'm assuming at this point there was communication between mom and tatum, I find moms' fb usage to be just far too on the mark for her to stop using on that specific day.

On feb 28th, Re's mom Mika has posted a photograph of what we presume to be her feet with her kids - sporting new shoes. There is another femme pair in the mix but we do not see legs and truly it could be anyone, but I assume it's Re. There is NO photo of Re but there is of the eldest son, the one the mom appears to dodt upon.

Neither parent work so this throws a tax refund out the window. You do not get your benefits before the 1st of the month unless otherwise specified by your assigned case worker. Where did the cash, gifts and such come from? For whatever reason, I don't think mom is a booster - they'd have much more than what they have if that's the case.

In Tatum's facebook there's several photos with his wife in which they are at a jail visitation area (notice he wears the same outfit in every photo (min. security prison attire - typically federal) and there's backdrops. The wife however is dressed differently each time and in one photo there is a small child, a girl - who has the same hair style as Re's and looks similar. I am wondering if there was really a grandchild of sorts, maybe his wife had a daughter or a niece that she cared for which had a child and at some point moved away? To bring in the child to visitation in prison she would need clearance and to be on a list, so there would be a paper trail of who this kid is. I firmly think he felt or was actually related to the child.

I think mom tipped off Tatum and his wife being killed as a result.

March 5th Re went to school and said she had been sick and staying at her grandmothers even though that was absolutely not the case--she was given to Tatum late February. If nothing "shady" was happening, why was Re instructed to lie to her teachers about where she was, ya know?

1st off, love love your avatar. Tina is the best :) :loveyou:

I think maybe Re had been calling Tatum's wife "Grandma"? It's possible. You would be absolutely shocked if you knew how many children with homelives like this will call totally new people to the fold "mom, dad, auntie, grandma"

I think the reason she showed up at school was to stop and restart the 10 day absent reporting. She also repeated the story her Mom gave. IMOO

Statements pulled from listed sources on Post 288 and Post 317:

^Family members:
say Shamika had told them her daughter was on a school trip to Georgia

^Shamika (Mother of missing child)
told D.C. Police that she left with shelter worker Tatum three weeks ago.

^Belinda Wheeler:
"He's Relisha's godfather," explained Belinda. "He is supposed to be -- he buys her a lot of gifts, she goes a lot of places with this man."
Another version reported

^Belinda Wheeler:
“the girl’s mother described the janitor as someone who brought Relisha “a lot of gifts. . . . This Mr. Tatum was a friend of the family. . . . He was trying to be Relisha’s godfather.” But she added that Tatum did not know the family before they moved into the shelter.

^Antonio (Tony) Wheeler:
Tatum has a granddaughter that became friends with Relisha and he offered to to Relisha to his home. According to Wheeler, everything was fine for a couple of weeks until he asked Kahlil to return Relisha, and he never did.

^City official and police with knowledge of the search:
Said that detectives are frustrated by contradictory statements, the inability to pin down a definitive timeline of events, and the unclear relationship between Tatum, Relisha and Relisha’s mother.

^City official and police with knowledge of the search:
Said that Tatum was employed by a nonprofit group that runs the shelter and that a background check was conducted in 2012. Nothing unusual emerged, although a search of court records in Virginia show numerous arrests and several convictions in the late 1990s and early 2000s for larceny as well as breaking and entering.

^City official and police with knowledge of the search:
Tatum did not report that he knew one of the clients, as is required.

^City official and police with knowledge of the search:
said that school authorities and social workers flagged numerous absences by the girl from Payne Elementary School in Southeast, including a string starting on or shortly after Feb. 26.

^City official and police with knowledge of the search:
said the mother provided varying accounts, such as the girl was staying with her grandmother. “She was on our radar screen several times for absences,” the official said.

^Relatives and neighbors:
are now saying Body found of an adult woman was in a relationship with Tatum.
