As for Rudd, Gallagher says the FBI is still cooperating intensely with the Metropolitan Police Department, US Park Police, and the other agencies searching for the missing second-grader. Developments in Relishas case have been sparse, and sometimes grim.

From the article link posted above:
Weve recovered children years down the line, so its a rescue operation., Gallagher says, noting last years discovery of three women in Cleveland who were kidnapped and held for over 10 years by Ariel Castro, who died in prison last December in an apparent suicide. We are out there following up every lead actively looking to bring her back.
BBM: So, I take this to mean that they're looking for a child that is still alive, not one that is deceased. Yes!!! I am so happy to hear this.
When they searched the park, it was a recovery operation, but they didn't find Relisha, and after that, Chief Lanier said they had no evidence of Relisha being murdered (paraphrased). IMO, LE has new information that has caused them to switch from a recovery operation to a rescue operation. JMO.
I will never believe Relisha is dead, unless her body is found.
