Regarding the quality of the DCF reports, in case anyone is interested, I have read a lot of them in the course of my career and they are usually as poorly written as the one we read. But I don't believe it is due to lack of education, necessarily, on the part of the writer. These people have to issue tons and tons of reports and they usually have tons of dependents or cases to investigate. So, they do it very quickly and you see alot of errors. Also, DCF does not include alot of detail, in part because of their time constraints but also in part because they do not need to. The state is looking for very specific things. The social workers need to simply make sure the report touches on the things that justify a recommendation, the closing of a case or the removal of a child from a home, into state custody. Later, they give alot more detail at hearings and with the parents' attorneys challenging them. There is also an attorney for the child who may challenge them. These reports are almost like quick notes to themselves, so they can remember later what they observed, and also are checklists for the state to make sure any DCF action is justifed.
