Unclaimed Person Case

So, I don't evan know how to start this. I've been a long time lurker here, although this is my first post. I'm from Eastern Europe and lurking on NamUs this name caught my eye. It is Romanian. Curiosity made me do some digging and I think I found something.
I'm not really sure where I go from here, but this is what I came up with.
Per this article,

Two men sentenced for child sex abuse - Lantern Project

it seems that he was a sex offender(I know, it sound awful).

Did more digging, and then found some mugshots that for me look like it is the same person.

I have a FamilySearch account and I found him living in Largo, Florida in 2001, per United States Public Records 1970-2009. FamilySearch
His DOB is 3/2/1949.

So my questions would be:
Are the immigration informations available for search online somewhere?
Where do I go from here?
Can anyone with more experience at this have a look at this?

Can someone tell me please how can I submit this info in? Sex offender or not, I'm pretty sure his family would be interested in at least his death certificate, if not claiming the body. I think the embassy of Romania in USA can assist with further searches for his family. I've tried to make a NamUs account, but not beeing american, I could't do it.

Looks like he was arrested in Florida in 1999 for disorderly conduct. Maybe we can find someone else at the same address since his NY address is a homeless shelter.

Edit: It looks like the FL address is a trailer park.
