The floral top brand is 'Betzabe', believed to be a Brazilian brand.
Based on the condition of the victim's bothy LE believes that the suitcases were put in the water sometime between Monday July 17 and the early hours of Thursday July 20. (In the Q&A portion LE said they don't know how long before that she was killed. Her body was in the early stages of decomp.)
LE is asking the public to review security camera footage for any suspicious vehicles or people, and particularly anyone carrying or moving suitcases. The area of interest is between the Linton Boulevard bridge and the north end Delray Beach City limits along the Intracoastal Waterway.

Q: Due to the current is it possible that the victim floated there from a different county? A: We don't think so but we can't discount that.
Q: Which way would the current have been flowing? A: based on info from the CoastGuard, it could have been going either way during that period.
ETA: LE mentioned that they believe she is between 35-55 years old and around 5'4", either Caucasian or Latino.
