This is just so tragic. The home and the apartment are not along the water. Someone had to take her to the bay. I drove over the Courtney Campbell on Thursday and the tide was very high. More so than usual. It was partially flooding the boat ramp parking lot. Possibly the tide was as high on Saturday and the person put her there thinking water would cover up, not realizing it was high tide. The hillsborough river runs through temple terrace, but by water it is a long distance from where it feeds into bay to where here body was discovered. Tons of neighborhoods line the bay across from the causeway with many boaters. Just seems like an odd place to find her. So extremely sad.

I think you are spot on in this case, but fwiw, I was a "Big sister" through the YMCA when I was 23. The girl was family of someone I knew, and I began spending time with her unofficially--taking her hiking, biking, to dinner, etc just to get her away from her home life for awhile. After about a year, we signed up through Big Brother/sister (FBA program) so that I could use the experience on my resume. She is now 21 and has a child of her own-we are still in touch. I was 23-she was 8-and the relationship began because I really dug her and felt that as a single 23 year old, I had something to offer her too.

But again, something seems off in this case. I only chimed in a bit OT because I really don't think a 23 year old hanging out with a nine year old is necessarily nefarious. :twocents:

I was a "Big Brother" for a while during graduate school. ALL of my meetings were planned! No drive-by pickups while the parent was away.

Not that it matters but Mom on fb 4/24 says she has grown children and grandchildren...

Then I'm even more confused because I thought mom was 40 - or is that just an age posted on FB? Then again, if you start early - say at 18, and your kid has a child before 20, then you could have a grandchild. So having grandkids at 40 is feasible.

Is it odd that E.W. was able to post bond so easily? I mean, if LE even had an inkling that she was a suspect in Felicia's death, wouldn't they do everything in their power to hold her?

Lying to an investigator is a low-level offense. It isn't one that is going to require much in terms of a bond. Also, I could not find any prior offenses for her. So, unless they think she is a killer or a flight risk, the judge would not impose a huge bond (in fact, it was only 2000). Also, maybe they believe it's best to have her out to experience pressure from the community and her mother....And maybe they think she is going to slip up big time.

Do LE ever let potential criminals out on lesser bonds so they can follow/track the potential criminals... and, therefore, get more information/evidence?

Good thought. Curious about bond in FL...is it 10% ($200) or the full amount ($2000)? Still not clear exactly what the false information is she gave LE that resulted in the charge. It must be something serious, or perhaps, as you suggest, LE wants to keep an eye on her. Unless LE is looking at her as being directly involved in Felecia's death, it almost seems unbelievable that she hasn't been charged with child endangerment for something happening to Felecia while under her watch.

9-year-old killed, family mourns, asks why

HILLSBOROUGH COUNTY --
Temple Terrace Police confirmed Sunday afternoon that the body found near the Courtney Campbell Causeway on Saturday is that of 9-year-old Felecia Nicole Williams.

The case is now a homicide investigation. Police say they are working with "numerous" agencies in the scope of this investigation.

Temple Terrace Police Chief Kenneth Albano would not release the cause of death but said the department is looking at all possible leads.
We did learn that officers went door to door at the Doral Oaks Apartments showing the photo of a man. Chief Albano says that was premature.

Family members are reacting to the news of her death.

Felecia's sister Shakelia Givens says she just doesn't understand why.

"What gives you the right to take a life from a human being that really doesn't belong to you? What -- I don't undersand," said Givens. "What did she do so bad to make you, to make you kill her? That's what I don't understand."
The reaction was similar from Felecia's godsister.

"When I found that out I knew it was a homicide. I knew because I know she did not get over there by walking I knew it was serious when they said something about her body being found in Clearwater," said Sasha Hall.

“I spent yesterday evening with the family I went out there and I made a promise to that family and that mother that we’re going to do everything we can and leave no stone unturned so we can bring the person to justice who did this to her daughter,” said Chief Albano.

I understand there was contact made, but Wiley showed up to Felecia's house and then they called her mom to see if she could go spend the day with her. I think that was the sequence of events. My point was simply that I would plan several days ahead and clear it with the parent, rather than making a spontaneous visit. According to some reports, the folks who were at the house didn't even know Wiley.

On another front - here's the latest from the Tampa Bay Times. Reading between the lines, it sounds like they have a lot of evidence and a chief suspect, but they don't want to ruin the case. It is critical to keep things under the lid in order to get damning information from a suspect during an interview. There are a lot of impatient folks commenting on newspaper sites. I can totally understand the anxiety, but the last thing they want to do is to rush a case to the prosecutor, let the suspect know, and then have the prosecutor or a judge not accept the charges due to lack of evidence.

I don't find it strange. I have a fakey FB just for sleuthing, my husband has a real one but no pics of our kids. We agree that we're not comfortable with having pics of them online. Maybe the mother of Felicia feels the same.
Anyone find it odd that there are no pictures of her daughter on her Facebook page? I have children, and they are prominently displayed on mine, and all of my friends. I find it incredibly strange...

I was wondering the same thing myself. I'm just waiting for more information to come out. I hope it does and soon.

Albano would not expand on what false information Wiley provided, but said it was conflicting and false and initially led officers to treat Felecia as a runaway. He said that prevented authorities from issuing an Amber Alert that would have broadcast that the child was in danger and sought the public's help in finding her.

Sounds like LE knows what they are doing in terms of releasing EW and gathering more evidence. :moo:

I post none of my childrens pics on Facebook.
The ppl in my life get pics but not the world.

Personally I don't believe this Felicia made it to that apartment.
Something happened to her when she left her home.
Then the god mother drove over to Clearwater and left her,
I hope they have the clothes she was wearing. And did she launder them while taking that shower?

I find it odd (no offense to anyone) when people do post photos of their kids publicly on FB. I have my page on lockdown. All people who are not my friends see is my name and profile picture.

I don't like the idea of everyone in the world being able to see my babies. There are too many creeps out there for my liking.

I am so sad to hear this news about this little girl. The articles state the woman she went with was a former neighbor, and the mother does not even know her last name.

So definitely not a godmother of any sorts. People tend to throw that word around willy nilly these days.

That's very puzzling to me too - I think I posted it upthread earlier.

Surely, she has committed a worse crime in this whole horror besides making a false statement to the police.

At least they charged her with something.

In Relisha Rudd's case the mother should have been arrested months ago and she is free as a bird. :banghead:

i can only see two possible scenarios happening here.
1.EW took her innocently enough but at some point got drunk,high or stupid and left the child on her own.
2.she took her with the intention of having someone molest her to repay some debt and they killed her.

either way like the other poster i don't think felecia ever made it to that apartment.

One family in the complex said an officer showed them a black and white mug shot of a man.

Albano said that officer was acting on his own and was not authorized to show that photo.

“He was getting out in front of the investigation,” Albano said. “That was not authorized by me.”
