Even if a parent doesn't talk TO a child it would be highly unlikely the child never heard talking. Generally a parent who can't be bothered to talk to their child will likely put them in front of electronics. So that child will likely be watching TV and hearing talking that way. They will still learn to talk, even if not being spoken directly to.
