There are skilled people over here that could clean up pictures pretty good....anyone ? (don't remember particular names now, sorry)

Also hearing Jacksonville, Florida....always makes me think of this girl, living picture....She is supposed to be much younger...but IMO it's always good to explore...

It appears someone cleaned up the photo and superimposed it on a type of border or filter. There are some comments. A few being possible matched to UIDs. One was a rule out, Eldorado Jane Doe but not sure about the other one mentioned, Lincoln County Jane Doe

My name is Winnie Jeanette Kersey. Sadly, I do not have a better photo, just as there are few details surrounding my disappearance. The only details given in my case is that I was last seen on December 3, 1982 in Jacksonville, Florida. I was 27 years old when I was last seen. I have been missing longer than I was known to be alive. That in itself is sad.
I know it is hard to tell from my photo, but I had blonde hair and blue eyes. I was 5'9" and weighed around 140 lbs.

I wonder if the family members (sons) gave DNA. If I understood it right Winnie was allegedly an LE-informant. (I wouldn't be surprised if she was pressed into that for whatever reason) That would mean she was also associated with bad guys (including bad cops). Talking to the police wouldn't sit right with "the underworld". Altogether a dangerous scenario. For now I believe she came to harm and I feel sad for her (and those who were left behind) because her life seems to have been a kind of off the rails from a young age. I hope she will be found one day.
