Let me get this right.

The family allowed another family member with known mental health issues (possibly schizophrenia) to care for a family member who was in failing health.

Elder abuse is so common. It is probably like this with many families. Some elderly are toxic and have alienated everyone around them. I'm not insinuating this poor lady was that way. It is no excuse but it does explain a lot of neglect and lack of involvement.

My youngest sister & I learned that our mother, who lives with our youngest brother, was not being cared for.

Our youngest sister checked into everything. Our mother was very unwell, had not been able to shower, little food, and filthy house. Sister takes Mom to the doctor, explains what is going on. Now home health people are involved.
