I actually think tasers are a poor idea. They really did not work so well in this case, suddenly switching from one handheld weapon to another takes a lot of muscle memory.I don't think that tazer manufacturers claim their product is deadly.
Then again, for years, neither did cigarette manufacturers.
I'm not sure if any police force claims they are a deadly weapon either. My guess is no.

A weapon doesn't have to be "deadly" for police to use excessive force.
The supreme court ruled that an officer can use deadly force if he/she has probable cause the suspect poses a threat to the officer or others, and can use deadly force if the suspect is fleeing.

If you outlaw Tazers, then you'll have more deadly police shootings. The reason the Tazer was introduced was to decrease deadly shootings. Is that really what you want?

Muscle memory takes repetition. After sometime this becomes ingrained and I think this was how this officer got in trouble. He was trained to go from taser to firearm not back to using his hands or waiting for his partner to catch up and assist him.
The other problem with tasers is they are mostly used as a compliance weapon, and are most effective only in certain circumstances.
