In short, yes.

Durham County Tax Collector:

"Accounts that are past due are assessed an interest charge per month of 2% for the first month and 3/4% for each month thereafter of the tax due. Taxes that are delinquent are subject to enforcement measures such as levy, wage garnishment, bank attachment, debt set off, as well as a tax block. Failure to pay registered motor vehicle bills after the eighth month when they first become due will result in the enforcement of a "block" to the registration. If this occurs, the N.C. Division of Motor Vehicles is required to not issue a renewal card for that particular vehicle. Proof of payment is then required before renewal can take place. The release of a block can be done electronically once payment has been recognized."

It is also true that if you leave NC, with property taxes on a vehicle in arrears, and IF you try to register the vehicle in another state, that state is obligated, by reciprocal agreement between NC and all 50 states, to report and and all information back to the State of North Carolina...often times resulting in the "new" state NOT issuing registration for the vehicle in the new state, until the NC taxes are cleared.

So, it's certainly possible that if not now, then sooner or later, those unpaid Durham County taxes might pop up to bite Raven in the butt, somewhere down the line... (FYI - the total of the outstanding taxes is $173.72)

I don't see that amount as being a hinderance to a man who can spend $500 on a cell phone. But it still makes you wonder where the cash is coming from for a guy who's jobless, unemployable, and homeless. :waitasec:
