Human Predators Stalk Haiti's Vulnerable Kids

  • #461
And let's not forget Douglas Perlitz, another charismatic, young and energetic worker for Haiti's needy children. He amassed a huge amount of funds and benefactors. I find it interesting that these men traveled to Haiti and "worked" with the children there. They (Duarte and Perlitz and possibly Jorge Whatshisnametonight) all also would slip back over the border to the Dominican Republic for "safety", better living conditions, to compare notes?

http://open.salon.com/blog/ezili_da...ildren-do_not_release_douglas_perlitz_on_bond

"According to court papers: "The prosecutor also charged that beginning in July 2008 and continuing until March, Perlitz traveled to the Dominican Republic to meet with some of the children and adults associated with his program, shuttered recently because of lack of funds."

And if you have a few minutes, you might want to read the Indictment for Mr. Perlitz. It's quite descriptive of his charitable acts:

http://www.margueritelaurent.com/law/DouglasPerlitz.pdf

Both of these men, Duarte and Perlitz were picked up on Canadian and US warrants this last fall. I wonder where Jorge was? These men seem to me to be criss-crossing back and forth across each other's paths. I wonder if Silsby met with any of these guys? She did go to the DR last year and meet with people. She also arranged to rent something from the Catholics--maybe one of the facilities being shut down due to a warrant for a director?

I'm not kidding, Jorge's going to show up at President Obama's next state dinner with a gorgeous new wife on his arm, smiling to beat the band.

Rascality. Pure and simple.

And while Ana is is jail in El Salvador and Jorge is running from the law, who's watching the children? Maybe Jorge thought that Silsby and Coulter might be able to swing that.

Izzy - I couldn't disagree with you more. Perlitz and Duarte seem to me to be pederasts. Jorge is a flim flam man. He is much more into money and smuggling and trafficking and forgery and impersonations and things like that. I don't see that his mother running a day care, or his having 5 kids (if he has five kids which I don't actually believe) has anything to do with anything. Remember, his wife is about 10 years older than he is, according to his mom. She might have five kids.

Anyhow, I think its a stretch, I dont really see a connection, at all. None, zero, zip.

Yes, the shame and the duplicity lie in the fact that the SBC claims that their system of church polity is Biblical, and a single reading of the book called Acts of the Apostles shows you that it is not. The SBC is a big engine that churns out both sincere and corrupt agents onto an unsuspecting public, all without due review and certification from an eldership that is, in itself, accountable to the entire assembly. The porous nature of the SBC is one, a contradiction of what the New Testament canon shows as the model of church government, and two, the very engine that will allow Laura Silsby to simply set up shop again in another SBC church. She will never face church discipline. She will never be restrained by the SBC from setting up another fake mission someplace else.

The SBC makes my blood boil every time one of their personality disordered leaders commits a crime. They are designed as a perfect playground for narcissists, sociopaths and the occasional psychopath. No accountability for the weasels in the hen house, and plausible deniability for the SBC at all times. Grrr! The SBC has no shame.

A careful read of Puello's family's story and Silsby's story contains enough overlap to suspect that Puello & Silsby may have had prior contact when Silsby made her first recon of the DR before this fateful mission.

Puello is almost certainly a loon. Self-agrandizement and the thrill of the scam does much to explain why he posed as a lawyer "helping" the missionaries. Still, I don't think that's his only motive.

The Haitian government is doing the right thing.

From the Miami Herald, an article on Jorge's adventures in El Salvador.

Haitian orphans case figure also wanted in El Salvador

"SAN SALVADOR -- When two Nicaraguan girls, held captive in a house on the outskirts of San Salvador, overheard that they were to be sold as sex slaves for $150, they were terrorized. They decided to escape and report their story of abuse and deceptions."

I imagine we will hear more about this. This is the current AP article:

Ex-adviser to detained Americans charged in US

"Jorge Puello confirms he was indicted in Vermont in 2003 in an immigrant smuggling ring. He fled to Canada to escape the charges, but says he is innocent.

The 32-year-old is wanted in El Salvador on human smuggling charges and was convicted in 1999 for theft.

Authorities are searching for Puello in the Dominican Republic. He said by phone Tuesday that he left the country."

I guess he left the country today after he modified the Jews in El Salvador wiki page.

Sorry, newer fuller version of the article:

i.b.nora--I'm not alleging that Jorge is a pederast/pedophile. I doubt that he is. However, I do think the man lacks ethics and morals and seems to be implicated in some form of child/teen sex ring or trafficking operation. In some ways, those who are only involved for the money disgust me more than those who are driven by sick lust.

What I'm trying to point out is that, from what I've seen in reading about the DR, people seem to know one another in their social group/strata. With the talk of orphanages, charity work, pre-school, real estate, and community activism, and even ex-pat status, I find it not hard to believe that these men would have had no problem relying on the others' lack of social boundaries and ethics to further their personal agendas. The Puerto Plata, Sosua, Caberete community/towns/small cities are relatively insular and compact:

[ame]http://en.wikipedia.org/wiki/Cabarete[/ame]
[ame]http://en.wikipedia.org/wiki/Puerto_Plata_Province[/ame]

I don't know how Silsby fits into all this. I really don't. If I had to guess, I'd say that she was looking for a way out of her financial woes in Idaho and saw a true need in Haiti for charity. After being raised in the church, she'd have long exposure to missionary work and its ethos.

Living in a lovely tropical beach side converted hotel as the matron of an orphanage filled with sweet and beautiful children ripe for adoption by willing Americans could have appealed. I think she and Coulter went down to check things out last year and she relied on her typically successful American wiles to talk her way through some red tape. She might have been making some headway...who knows.

When the earthquake hit, for whatever reason, she made a run for it. She made lots of mistakes and her boldness came back to bite her in the butt. She's tried smiling, singing, praying and relying on the kindness of the Haitians and the ever-forgiving church family back home, but that hasn't worked this time. The world is watching and too many egos have been hung out to dry.

I don't doubt for a single second that Silsby has the ability and the desire to help a child. I just think that she got in far too deep in a culture she poorly understood, at a time of deep crisis, with people with no ethics, and got sorely stuck.

I find this following quote of great interest. As we've seen, once a person becomes involved in one crime, it's usually not a giant leap to another. I think all three of these men (two obviously driven by pedophilia) were remarkable fund-raisers and had the ability to fly under the radar for years:

http://www.activecabarete.com/info/dr.php

"The Dominican Republic is a transshipment point for South American drugs destined for the US and Europe; has become a transshipment point for ecstasy from the Netherlands and Belgium destined for US and Canada; substantial money-laundering activity; Colombian narcotics traffickers favor the Dominican Republic for illicit financial transactions."

Dearest Izzy — I suppose it is possible that the three knew one another, but I seriously don't think so. And, I will never agree, and you can't make me. :crosseyed: - i.b.

I just realized tonight that there were three other Baptists from the Eastside Church who were also involved with 'the caper', but remained in the Dominican Republic at the time of the kidnap and were not arrested. Lucky, Lucky, Lucky!!!

"Eastside members arrested include Pastor Paul Thompson, 43, his son Silas Thompson, 19, and Steve McMullen, 56. Church members Matt and Lora Crider and John Requa were also involved with the project, but remained in the Dominican Republic and were not arrested."

From a Feb 3 AP article found here

Remember when Jorge Puello told the reporters, especially Karl Penhaul from CNN that he had a document that would prove the Baptists innocent?

Well, I cannot tell you how I got a copy of it, but here it is:

I know that name. John and Helen Requa are frequently mentioned throughout the Eastside Baptist Church newletters of 2009. They were listed as asking for clothing and toy donations for their planned missionary trip to the Ukraine. I guess they could have changed their minds at the last minute and changed their plan from the Ukraine to Haiti but that still seems a bit odd.

http://www.esbctwinfalls.com/clientimages/24453/pdffiles/may2009.pdf

"In September 2009 John & Helen Requa will be traveling to the Ukraine. They
would like to take toys and other items to Daryl for the children at Christmas.
There will be a box in the foyer for collection of the toys and other items.
SSSSWe need these items by September 10th We need these items by September 10th We need these items by September 10th We need these items by September 10th

Variety of Small Toys, Hair Brushes/Comb/Barrettes/Headbands/ClipsHair Brushes/Comb/Barrettes/Headbands/ClipsHair, Pencils (with designs), Small Dolls, Action Heroes, Toothbrushes (these seem to be the kids favorite things).

We will not fill small boxes this year since Daryl does not get enough to do both

made. There is a threat the hospital may be closed. Your help is very much
appreciated. May God bless all of you, John & Helen Requa."

Interesting & informative document (.PDF) from Cumberland Law School on intercountry "Child Laundering" - common practices of how trafficking is done.

I think I've spotted a method Silsby intended to use.

Maybe, having had some experience with international child-helping, they began to sense something wasn't quite right with this "mission", got cold feet, and "volunteered" to stay in the DR holding down the fort.

Texas Mist--I commend you. That is a fine paper. I've never seen it before. I wish you could fax it to the Haitian judge (if his electricity is back on) as a WS Amicus Curiae. I'm fairly certain you are referring to:

"Plan 3. Child Stealing/Kidnaping Scenario I: Kidnaping Children Placed
into Orphanages, Hostels, or Schools for Purposes of Education or Care

The child stealing/kidnaping schemes in certain respects have a similar
structure to those involved in child buying, in that they involve corrupt
individuals obtaining children in illicit ways for purposes of adoption. As
in the child buying schemes, the motivation is primarily financial.

These schemes build upon the fact, often not widely understood in
recipient countries, that some sending nations have a custom, particularly
among the poor, of placing children in institutions for purposes of
education, food, housing, and care, without intending to sever parental
rights
. These institutions, whether called orphanages, schools, or hostels,
are commonly used by the poor as a kind of safety net or extended family
resource.

The existence of this custom makes it relatively easy for facilitators and scouts to persuade poor birth parents to place children into
institutions, for the parents do not understand themselves to be severing
their parental rights or ties.
"

and

"By way of analogy, imagine the reaction of a Western parent who
placed a child in boarding school, only to discover that the school had
placed the child for adoption in a foreign country. Such an act would clearly
constitute a form of kidnaping or child stealing, because the school had no
authorization to sever family ties or place the child into another family and
nation.
"

Quite something to ponder. I guess the question is how does one prove Silsby's intent? As shown in the video from the UK a couple of pages back, these scenarios seem to play out with such openness in Haiti that they hardly elicit scrutiny. The news team clearly "buys" the children from the charity worker as the kids stand by and watch. There seems to be no shame, no attempt at clandestine action. It's remarkable. This is how I imagine the "soccer field summit". I think the players also use the "hurry, hurry, hurry" time pressure as a tactic. We know this occurred with Silsby. As is mentioned earlier in the paper:

"These systems usually involve persons at the head of the conspiracy who possess the language and literacy skills, and the financial and social position, to interact with first-world adoption agencies and prospective adoptive parents. These persons usually
send out intermediaries, generally of a lower social station, to serve as scouts or recruiters
. The targets of this recruiting are generally the poor of
poor societies."

IMO, this would have been the young man who heard of Silsby's plan and ran back to his village to hastily arrange the meeting on the soccer field. All this works in poor countries. Imagine how easily it could be pulled off (and is probably being pulled off as I type this) in a country where the infrastructure has totally collapsed and people are struggling to stay alive due to a calamity.

So, it looks like Silsby used the "scout model" to accrue the kids for the "purpose of education and a better life in the DR". To heck with what the parents truly believed was happening, to heck with what was best for the kids, to heck with the international laws. Remember that one comment that was made to the parents, something like, "You'll be able to reclaim your child if necessary"?

One thing that has always concerned me is that Silsby and her group weren't even skilled at doing this and thus probably wouldn't have been able to pull it off. I don't think this plan grew "organically". It's almost as if she found this paper and worked up a game plan.

Something would have gone wrong somewhere. And then where would the kids go? The DR surely didn't want them. They would have already been pulled from their family unit. In a chaotic country, who knows where the family would have even gone? She essentially was setting up each child to become an orphan if they already weren't one!!

I truly think you found one of the most important pieces of the puzzle. I hope the blogger on the Daily Bastardette reads our forum and picks up on this. I'm going to alert NACAC to it, if they haven't already seen it. They are constantly bombarded with questions from families who have adopted internationally and who are in crisis.

I know that i.b.nora thinks I'm certifiable (LOL) because I'm seeing a conspiracy theory here and believing that Jorge didn't just accidentally stumble across the Baptists with an extra vial of insulin in his pocket. That's OK. I'm holding firm to the fact that guy is far too slippery to have NOT been involved on some level. I doubt we'll ever know the true facts as I doubt Jorge knows how to speak the truth. I think the guy knows how to make money as does Chevnert, the dentist/realtor. And there was money to be made.

The final statement in the paper is especially poignant:

"Vulnerable families in developing countries have little or no voice, and most stolen children never learn the tragedy of their origins."

How true.

ding-ding-ding-ding-ding, MissIzzy!!

yepperz - Plan #3 was the 'method' that seems to fit whatever Silsby was up to, IMO.

And to give credit where it's due, I follow A Safe World for Women (http://www.asafeworldforwomen.org/) on twitter....I try to read every link they send & the 'Child Laundering' .pdf was one of them....their tweets are available on their website for anyone who doesn't have a twitter account.

Haiti judge to free some detained US missionaries

Posted - 2/17/2010 at 11:15AM

PORT-AU-PRINCE, Haiti (AP) - A Haitian judge says some of the 10 U.S. missionaries arrested on charges of child kidnapping will be released.

Judge Bernard Saint-Vil has not said which will be freed Wednesday.

He says the Americans will be allowed to return to the United States without posting bail but would have to return if called back.

I just saw that, TM, but you beat me to the punch again. I'm totally immersed in the paper on "Baby Laundering". Oh, if it were only about how to best bathe your baby. That is a prize. I'm going to check out your link as I'm greatly intrigued.

I hope this won't get lost in the shuffle but I found a little tidbit I don't think we've seen. i.b.nora posted that great article last night which we'd missed earlier about the three people who are in the DR. I responded back by saying I recognized the name Requa. Well I found this from an article printed the day before the one i.b.nora found:

http://www.magicvalley.com/news/article_31d3c3c6-b289-510c-a69d-a70ccaa786ca.html

From Feb. 2nd:

"The accusations are hard for Twin Falls church members such as Kalee Crider to stomach.

“It’s just crazy,” said Crider, 24, describing her pastor, Paul Thompson, as a “huge advocate for adoption.”

Her parents, Matt and Lora Crider, were among the group, but left the U.S. a week later than most of the Baptists and are still in the Dominican Republic. Eastside member John Requa is also in the neighboring country and was not detained.

So, the Criders, and possibly Requa left a week later than the others? Seems as if they had a "bucket brigade" planned. Weren't Silsby and her group already in great trouble a week after arrival? What was the purpose of three more going down? You notice that they're not in Haiti, attempting to help out with legal stuff or even to deliver food, medicine, and clothing. I happen to know that there's many Christian agencies up and running where they could have found shelter. No, they are in the DR. I wonder if they went running to try and salvage a plan that had broken up on impact?

I also re-watched the Anderson Cooper interview with Karl Penhaul from last week. I wanted to see once again the list of lies outlined on the "brochures" which Silsby's group passed out. I wanted to look at it fresh after reading the paper on "Baby Laundering". On a tiny paper 3" x 4 ", Penhaul found at least four lies. I wonder how many of the Haitian families who received this brochure could even read. Haiti has an abysmally low literacy rate. The comment on following your child's progress plays right into a statement from the research paper. "You can receive updates, letter, photos, etc." If that weren't so sad, it would be laughable.

http://edition.cnn.com/video/?/video/world/2010/02/04/ac.penhaul.americans.charged.cnn

Lie 1--We want to help Haitian children who've lost their mother and father.

Lie 2--Our orphanage is dedicated to caring for orphaned and abandoned Haitian children in the Dominican Republic.

Lie 3--We have permission to bring orphan children into our orphanage in the DR.

Lie 4--You can follow your child's progress on the internet.

More info coming out. Coulter has been taken to a field hospital.

I have a diabetic son (so I know about stress and diabetes) and Coulter's presence in Haiti right now infuriates me. I find it so selfish of her to tax the medical assistance put in place for the earthquake victims. She is an adult woman who should have known that her health could/would be compromised. Not OK. A field hospital needs her right now like they need a hole in the head. Grrrrrrr.

FWIW, also in the above link, Puello says he's in Panama now. It's remarkable how he can move around without a passport, isn't it?

As a very fine liar said to me once, "But that was an old conversation."
