NASSAU, The Bahamas — They straggle through the door in small groups, uncertainty written across their faces.

A green or yellow band wraps around each person’s wrist. Green bands are for those with someplace to stay the night, maybe with friends or family.

They’re the easy ones.

Yellow bands are harder.

Those wrap the wrists of Hurricane Dorian refugees who have no one to help them here in Nassau, the capital island of this coral archipelago nation still staggered by the biggest hurricane to ever hit the Bahamas, a terrifyingly violent storm that sat atop neighboring Abaco and Grand Bahama for days.

“They wasn’t doing anything in Abaco. So it’s great to see people caring. It’s so nice,” said evacuee Cecil Grant, 31, as he cradled his sleeping daughter, Yalissa, 7 months.

Neither Marsh Harbour nor the Treasure Cay airports have functioning toilets, leaving the hundreds of people waiting there each day without access to running water or sanitary facilities, although volunteers had delivered drinking water and food.

“It was very nasty there,” Grant said.

The filthy conditions was one of the primary drivers for Grant to move his family to Nassau, where he hopes to stay after lining up a job as a landscaper or chef. Rescue workers are now dealing with evacuees in Nassau – 800 came Saturday; 1,000 Sunday via helicopter, boat and airplane – in addition to the existing crisis on Abaco and Grand Bahama.

Doctors have been warning of the health crisis that could easily erupt on those two hard-hit islands, especially Abaco, where a toxic stew of water sits atop one of the largest Marsh Harbour neighborhoods once home to thousands of Haitian immigrants using outhouses for toilets.

Delta Flight 9994 departed Ft. Lauderdale Sunday morning, landing at 10:59 a.m. at the Marsh Harbour Airport to deliver 4,700 pounds of critical supplies. Once supplies were unloaded, the flight departed for Nassau with 72 evacuees.


Supplies delivered onboard the MD-88 include non-perishable food, water, diapers, formula, underwear and socks for survivors. In coordination with the U.S. Marine Corps, Bahamian Police and British Marines on the ground in Marsh Harbour, supplies were unloaded by Delta employees assigned to assist the mission. Employees then helped load passengers already identified by authorities before departing for Nassau, Bahamas.

The flight was the first relief mission operated by Delta following a reconnaissance flight organized Friday with Tropic Ocean Air charters, Blue Tide Marine Security and Global Elite Group to survey damage at the Marsh Harbour Airport, which remains closed due to significant infrastructure damage. From there, Delta teams from Flight Safety, Emergency Response, Corporate Security, and Airport Customer Service worked with local authorities and military groups to quickly organize relief flights to and from the island into the weekend.

"Home is more than four walls and a roof - it's the neighborhood where people live, their friends and neighbors, their livelihoods, comfort, and security for the future. Losing all these things at once is heartbreaking," said Jenelle Eli, a spokeswoman for the Red Cross, which is helping with the relief. "People are concerned about their next step, but also how they'll earn an income and what their lives will look like in the future."

These folks are fabulous!!! I know several medical professional ..RN,MD, NP, that volunteer. This group has everything for a hospital with surgery!

Dr. Ciro Ugarte, PAHO’s Director of Health Emergencies, said, “Our priority concerns are to restore access to essential health services and continued medical care delivery, to ensure water quality in affected communities and health facilities, and to restore proper hygiene and sanitation.” He said adequate waste management and control of disease-causing vectors such as mosquitoes is key, along with increasing epidemiological surveillance to support early detection and timely management of disease outbreaks.  

The $3.5 million being requested by PAHO is a preliminary estimate to cover short- term healthcare, water and sanitation, epidemiological surveillance and vector-control needs in the Bahamian Islands most affected by Hurricane Dorian for the next six months, Dr. Ugarte said, adding that needs will likely increase as damage assessments are completed.

PAHO/WHO activated its emergency teams for surge capacity and had pre-deployed Rapid Response Team experts to the Bahamas before Hurricane Dorian struck to support health authorities and humanitarian response as needs were identified. So far, 14 PAHO experts are in the disaster zone to provide surge capacity in logistics, civil and military coordination, information management, epidemiological surveillance, communications, and coordination.

Dr. Ugarte said PAHO is acting quickly to support the Bahamas Ministry of Health in the response, setting up an Incident Management system and co-leading the health cluster with the national health authorities to coordinate health and humanitarian support to the affected population.

The funding requests includes $1.3 million to restore healthcare delivery in affected areas, $500,000 for surveillance to detect and manage disease outbreaks, $800,000 for safe access to water, emergency sanitation and control of disease vectors, and well as $671,000 to coordinate humanitarian assistance and manage information to address the most urgent humanitarian needs.

Dorian continued to weaken, losing its hurricane-force winds. It is now considered a post-tropical cyclone, with maximum sustained winds of 65 mph. "Dorian will continue to have significant impacts in portions of eastern Canada tonight," the National Hurricane Center noted in a release on Sunday:

"Dangerous storm surge impacts are likely in portions of the northeastern Gulf of St. Lawrence and western Newfoundland. Tropical-storm-force should continue over portions of Newfoundland."

Dorian made landfall near Sambo Creak, Nova Scotia Saturday evening, about 15 miles south of Halifax. The storm brought maximum sustained winds of 100 mph and plunged parts of Nova Scotia into darkness.

Initially, Nova Scotia Power Inc. reported more than 300,000 customers were without power in parts of Halifax, Prince Edward Island and New Brunswick. A National Hurricane Center update revised that number up to half a million.

A volunteer firefighter in the Bahamas called on government officials to come to the remote islands hit by Dorian. "People are getting violent, angry, upset, and we're trying to get our government officials- if you guys do see this, please come down here and show your faces," Greg Johnson told CBS News on Treasure Cay.

"We need you guys to show your faces here, so the people can understand and know that you guys care," Johnson said. "At this point in time, we are on our own, and the U.S. is the only place that is helping us."
