The article questions if such a headline exists outside Chertoff's mind, but I can't say it didn't. I Googled that headline and don't find any headlines for that phrase. But I guess the media should feel good that Chertoff relies on them to make decisions about what to do in a federal emergency.
I thought Mayor Nagin talked about leaks in levees and flooding early on but I haven't looked it up yet. I will, though, as Chertoff continues to explain why the federal response was so abysmal. So far, it's because the newspaper reported that NO dodged a bullet, no one told him until Thursday night that conditions were "deteriorating" (I guess he had no access to a newspaper...or a TV or radio or anything else)...I know I'm forgetting something.
