FWIW, you dont need a licence to broadcast, just to broadcast legally. I know plenty of people that transmit without one. Im more interested in FRS/GMRS used to send encrypted text. If they were just broadcasting, anyone could hear them. If someone was logging they might have heard some data being transmitted, but wouldnt know what it said. Chris Parratt is licensed, I'm sure quite a few avowers are as well.
Good point. As far as that goes, you could be licensed to broadcast on certain frequencies and broadcast on others. Obviously there is the potential of repercussions or drawing attention to yourself, but if what is being broadcast is encrypted and not often I think the odds of getting caught would be low.
