Yes we covered that a while back. Extradition between states is in the US Constitution.
On a somewhat related note, the US refused to extradite a guy in Honolulu to Tonga in the last couple of weeks even though we have an extradition treaty with Tonga. He is accused of murdering his wife and the reason the US refused to extradite is because he would have to pay for his own lawyer in Tonga.
Just so everyone is clear, Hawaii doesn't stop extraditions to any other US states for life or death sentences. Right? Because so many kept saying HI wouldn't extradite The countries of Mexico and Canada do among others. HI won't extradite misdemeanors and don't know of any US states that would either. jmo or I'm totally wrong. Extraditing means paying for it and to the place holding the person means who pays for the trip? A Felony charge. The state wanting them usually pays. Warrant is issued.
