Tinley police, family seek man missing from care center

<<Police outlined new efforts Thursday in their search for a 33-year-old man who walked away from Howe Developmental Center in Tinley Park on Aug. 31.

Tinley Park Detective Steven Vaccaro said he, the family of Thomas Couch, and Howe staff have been circulating fliers with his picture in hopes of finding him.

"Couch suffers from a seizure disorder and needs medication," Vaccaro said, adding that police have no leads on his whereabouts.

Couch's sister, Anne Quinlan, 38, of Orland Park, said Howe has been sending 10 to 15 people a day to pass out fliers about her brother. She said family members have been handing out fliers to pizza delivery drivers and postal carriers, hoping someone might spot her brother.

"We've called hospitals checking for John Does. We've even been calling morgues," Quinlan said.

From phone records subpoenaed by police, she said she knows her brother tried to call her and the Howe center the day after he disappeared. Quinlan said that her brother knows how to charge his cell phone and that she has paid his cell phone company to ensure he can make a call. Vaccaro said police are continuing to monitor his phone records.

Quinlan said her brother has the mentality of an 8-year-old but wants to live the life of an adult.

"He sees me with a family and wants to get married. He wants to drive, but he can't," she said.

Couch has been a resident at Howe since 1988, Quinlan said, and spends weekends with her family. In May, Couch boarded a bus near Howe and was found the following day in Sauk Village. He had spent the night behind a fast-food restaurant, Quinlan said.

Vaccaro said Couch was last seen wearing a gray and white denim Raiders jacket, blue jeans and a white T-shirt. He was last seen by staff at Howe shortly before he disappeared around 7 p.m. Aug. 31. He was carrying a briefcase that he takes everywhere, his sister said.


Couch is 5 feet 7 inches tall, weighs 145 pounds and has brown hair and eyes. He uses eyeglasses but may not be wearing them, Vaccaro said.
