Interesting...thanks.
I believe the perp's family, who may have noticed changes in behavior, are covering for the perp here.
Not all families will turn in one of their own.
Because the immediate family is too embarrassed that the admission of the brutal crime will taint their own reputation.
LE may not be able to crack 'the silence of this family'.
True, or they have no clue. Cognitive Dissonance. If his behaviour changed, they attribute it to something else. Just can't believe what's before their eyes. On the other hand, his behaviour may not have changed at all. I could list a few killers where that was the case and they went undetected for some time.

So, was the location planned from satellite pics or perhaps a drone? Are you allowed to fly a drone there?

My drone uploads footage to the cloud. I wonder if it's just the model I have.

I think he was familiar enough with that area that this type of preplanning wasn’t even thought about jmo

I don’t think we know for sure that he ordered them “down the hill”. All we know for sure is that somewhere in all of this he said “down the hill”. It’s possible he wasn’t even talking to the girls when he said it.

good point

I'm looking at a google street view of the social service building. It wouldn't be hard at all to just drive through the grass, small ditch and onto the Hoosier Heartland Hwy. I always thought he would have had to leave via W300N.

You see here on this screen shot where the social service building once was, on right where there is fresh dirt. Easy exit to the Hwy. Maybe this is the reason he picked this parking area.

I apologize if anyone feels this comes off as pretentious or is thought awkward. I think of the loss of these young lives very reverently, truly.
Borrowing heavily again from Sherlock.
It seems to me that this adopting the "different investigative strategy" is possibly locked up in that 7 tip policy from Sherlock. I think ISP may have early on defined the area of investigation with preconcieved attitudes that this killer was a random that didn't, couldn't fit into the community. I think after reevaluating some data collected, maybe going back and listening more earnestly to some people, new and vital evidence came to light. The words said directly to the killer while said with much emotion, I think were very calculated and telling. LE does not talk like that normally in a press conference. I tried to observe and deduce. The killer could be in this room? Out of the 3,000 or so citizens of Delphi, how many would even come out of their homes or come away from work to be in that room, at that time, on that day? Narrows it down quite a bit, I think. Most would watch on tv and LE knows that, so why say that? Then the mention of a religious type movie, how will your family, friends feel, missing morals and maybe having just a little bit of conscience left. To me it sounds like ISP was talking directly to someone from a well established and well thought of family in the community. ISP also said, you want to know what we know, it's all about control to you. Could just be a taunt but is that language incidental or vital to what he had to say? Was it said to and about someone who ISP thought just happened by on scene consequencely, I don't know because it had been a cold Winter and it was a mild day? Or said to someone that was full of energy and intent and took a lively interest in murder? I think it's the latter, all about control. That press conference language was not about emotion, he was emotional but he was direct. I believe they know who did this and it's someone totally not expected. The LE changed their mindset, maybe it was a witness re-interviewing maybe by fresh investigators, allowed to talk and talk, who remembered more? Or maybe one that just recently contributed and was deemed a liar? Or visa versa. LE found the killer, hiding in plain site. Possibly not everyone was considered guilty along with the innocence early on? Maybe just one too many preformed conclusions muddled things for awhile. I think it will be totally shocking to the community when the killer is revealed and it's all so tragic.
Absolutely, my impression after the last PC! Well, said.

So he killed the girls at the bridge and carried them the length of 8 football fields and placed them? He attacked them in broad daylight on the bridge?

They were found 1/2 to 3/4 mile from the bridge.....a 1/2 mile takes a person approx 16 minutes to walk alone.

No. The prevailing thought is that they were accosted on the bridge and led to the area where their bodies were found. So no one would have had to carry them anywhere.
Also, the theory that they were killed elsewhere and returned in the middle of the night has certainly been kicked around. My thought has always been they weren’t found because it was dark and they were covered with leaves. Moving two dead bodies in pitch black on steep dangerous terrain without being seen or heard by the family searchers who remained all night seems unlikely to me.

MOO early on when the sheriff released the audio he said BG was starting to get frustrated with the girls - so there is more to the audio to be able to say that.

Do you have a link to that?

....they weren’t found because it was dark and they were covered with leaves.

It takes a lot of leaves to cover a person. They looked pretty sparse to me on the released crime scene pics.

If you picked a spot based on sight-lines (in a dip, around a bend) then darkness would do a wonderful job on its own.

I am interested in the history of the former CPS DCS building, particularly if there was more than one building, and sources for how it was dismantled (I’ve read that it burned down, but have not seen any news sources) and what state it was in on the day of the murders and leading up to it. I ask about multiple buildings because Gray Hughes used a location on the opposite side of the street in one of his videos (Live - Libby and Abby Case Discussion - Live Call In and guests. 4-22-19)

“We're seeking the public's help to identify the driver of a vehicle that was parked at the old CPS DCS welfare building in the city of Delphi that was abandoned on the east side of County Road 300 North next to the Hoosier Heartland highway between the hours of noon to 5:00 on February 14th 2017. If you were parked there or know who was parked there please contact the officers at the command post at the Delphi city building.” -Lt Carter, 4-22-19.

6. Never underestimate anyone...Anyone is capable of committing crime because everyone has complex emotions. Assuming that certain suspects do not fit a crime is a mistake. Consider everything and everyone.

I don't think this guy has to be smart at all, just very, very, very lucky.

Look at John Miller in the April Tinsley case who disappeared in broad daylight at 3pm in the afternoon.
This guy was sloppy, leaving DNA, clues, doing things in broad daylight leaving notes on bicycles, barns mailboxes where people could easily see him.

Yet evaded capture for decades.

This may have nothing to do with anything but I'm going to look into it further. Anyone remember the location mentioned before about something that happened or was checked out on Bicycle Bridge Rd?

He may have intended to abduct them and those plans did not work out. Abby and Libby may not have been as easy to control as he would have liked while attempting to get them to where he wanted them. One or both were injured in the down the hill creek crossing as he tried to push them along and could not keep moving. The girls may have finally realized they had to fight for their lives. Maybe he got spooked by seeing or hearing someone and had to abort taking them. Once he started he had to kill them as they would have been able to ID him.

I like to hope that whatever he had planned got messed up on him and he didn't get to do what wanted and had to improvise. IDK maybe it is a weird way of thinking but I like to think he did not get the pleasure or gratification that he fantasized about and left frustrated.

Am I off, or is the same officer who helped find the girls (literally) the same one who was also the first on scene at the Flora fires? I’m not implying anything if true, just thought it was odd.

I have had thoughts about that also. I hope LE had already had a look in that building before it was demolished.
