Jewel was last seen wearing a blue and white floral two piece bathing suit that had a pink bow on it.
Jewel was last seen playing in the water in Panama City Beach, Florida. She was sitting on a raft with an adult cousin, when the raft flipped over. An extensive search of the ocean and surrounding beach turned up no sign of her.
Law enforcement believes Jewel was lost at sea. But her family believes she was abducted and is still alive.
