Wouldnt another issue be the creating and maintaining of the "alterate outlet" for these people?

I'm not sure I understand the question. Do you mean the difference between, say, drawing imaginary children v. cutting out pictures of real children from non-pornographic photos?

There are legal principles concerning one's control of one's own image, but I don't think they'd come into play unless the images were sold or otherwise distributed to others.

If you mean actions such as leaving one's simulated porn laying around for actual children to see, then I believe other laws would apply. But I haven't actually researched laws about exposing children to lewd images.
