Circumstances of Recovery- A city employee was changing out waste bins at a multi-use city business plaza, when he discovered a floating body in the retention pond in the rear of the buildings.

Facial Hair Description- Partial mustache present. It appears to be red in color

There is a blue colored strip in the middle area above the sole, on the lateral side of the shoe. The top/toe region, as well as the heel, have a gray leopard print. There are blue "plastic" shoelace eyelets on the upper portion of the shoe.
