It is quite possible the deceased are from a neighboring county or even state - Pomona State Park is very popular for camping and boating and folks come from all around in the summer. It seems unlikely that it was someone who came to visit the park and then went missing, however - unless the last known contact was before they had come to the park.
The area where the remains were allegedly located is in an interesting spot. The US Army Corp of Engineers building sits right off the Pomona Dam Road (which crosses over the dam). I'm not sure how large the land belonging to the Corp is, but my guess is it's not a huge area. The building itself sits on a small area of land that is surrounded on all sides by publicly accessible roads, so I wouldn't think their land would go beyond that, but I guess it's possible.
For those who don't want to look it up on Google Maps (although I suggest you do):
North of the main building is a triangular shaped area of land with the top point pointing north; the east side of that triangle is a very steep drop off to the lake shore, but the shoreline gradually levels out on the west side of the triangle to a boat dock and parking lot. Directly west of the building is some open grassland; then a public (but probably not well-traveled) road that wraps around to the boat dock; woods; and then a small neighborhood. Through the woods, running east to west, appears to be a small road, trail, or possibly just cleared out land directly to the neighborhood.
Running south and east of the building is Pomona Dam Road. PDR goes northeast over the dam to a popular swimming and camping site and then branches off into a few different country roads. However, taking PDR goes southeast gets you to K-268 in literally a minute. At the corner of K-268 and PDR is a popular restaurant called Green Acres - I've been a few times and I imagine it's a stop for a lot of travelers as there is not much else around. K-268 goes from a ways west of Council Grove KS all the way east to Missouri.
Anyways - I am first of all curious why there is zero media coverage or police statements. But if I had to guess on the deceased, it may have been someone from out of town driving through on K-268, whether foul play was involved or otherwise. I think I will try emailing and asking around to see if I can figure out why it's not being reported on.
