He seems like a possibility along with a few others.

Tanner Harper (NamUs) comes to mind first. I work in downtown Louisville and remember the day his car was found on or near the bridge because of the police activity and search boats in the river.

Not sure whether a skull would completely lose the soft tissue, hair etc in 8 months? Do we have any experts here on decomp in water?

pathologic defect in left occipital

Sounds like a minor fracture of the left side of his nose/cheekbone area and an unspecified defect on the bottom of his skull, in the area where the neck meets the skull. These may not be visible externally.
